The Modi government is leveraging the crisis created by the coronavirus outbreak to open up the agricultural economy, said Infosys expert on agriculture at ICRIER & former head of the Agricultural Costs & Prices Commission Ashok Gulati in a wide-ranging interview with ThePrint’s National Affairs editor Jyoti Malhotra. Three steps - amending the Essential Commodities Act, reforming the Agricultural Produce Marketing Committees and allowing contract farming - could unleash the animal spirits in agriculture, just like what former prime minister PV Narasimha Rao & finance minister Manmohan Singh did for industry in 1991. ---------------------------------------------------------------------------------------------

having read Dr Gulati through his columns in the indian express, it is so obvious why he is so happy. he has been crying for these reforms for years now.
He was part of vajpayee government's committee on APMC reforms.
Ikr he was genuinely so happy , smiling through out , quite wholesome .
How will consumer protected from opp.costs even by major retailers.Can Govt fix cap on marginbetween farm gate price and retail price to consumer not to exceed 30-40%.and publish it papers and media.And ask retailers to display prices.

A good interviewer is one who knows what his/her audience wants to know. By asking simple and straight forward questions she has done a great job for viewers’ understanding. One should not therefore confuse the basic questions asked with her knowledge about the issue. Also, it is not expected of everyone to know everything about every topic. I personally enjoyed the discussion very much and liked the way she steered it.
Great to find real understanding of Agrarian crisis..thanks Mr. Gulati..anchor 's silence is welcome change instead of constant interruption.

This interview was very enlightening on a subject which has created controversy. It's good , the govt has not consulted any state govt ,because the kind of vested interest that is there, consensus would never have reached. 9/10 certainly govt deserves. This is also one way of cleaning Indian politics. Thanks Ms. Malhotra .
Simple point govt should get out of all businesses. Be only a facilitator. Telecom once it was out of govt control there was a revolution. Similar thing needed for agri, electricity, city management
@K 2 trains should be under govt. But stations must be privatised. It'll help so many small business and stations will also look good(a little amount should be collected by all shops on stations and few percentage of platform tickets) which can be used for cleaning.

@K 2 Socialism as an infrastructure and wealth distribution is not bad , but if it becomes a hinderance ( by doing socialism where it is not needed ) in creation of wealth for a country , then it's bad .
Because if you are not increasing wealth , you are essentially stuck in the same economic position you were in before , the socialist govt. can continue giving petty handouts to poor and win votes and declare themselves "pro poor" , while they retain power over production and make it unattractive for privates to invest , thus moving away from free market equlilibrium , robbing the people of a much better life .

I have a question. What happens when the market interferes with social balance? Example: what happens if a company like PepsiCo corners off bulk of potato produce for production of potato wafers? Add a layer of shortage/famine to this.
The company would be sitting on a pile of potato in its storage bunkers while there would be shortage of the vegetable to the common folk (to be had with regular food). However there would be plenty of Lays chips available for consumption. This is not an unusual scenario given that companies tend to even out seasonal fluctuations in raw material supplies through excess purchase during times of surplus. (This has also happened with the alcohol industry and carbonated beverage industry with high utilisation of water).
The farmer would be sorted (no grudges here). The company would be operating on legal grounds too. But you can have potatoes only as wafers and not as curry.
Not batting for the middleman, but should there be regulations? If yes, what would they be? If no, why?
Would request you to have this question answered in one of your columns.

Not as a agri minister but his party's politics is based on rural economy, APMCs being power centres were held by his party/Congress in Maharashtra. That's the reason they didn't touch it and had vested interests to continue squeezing it

I never knew that farmers can't sell what they produce to anyone they like. My family comes from farming background. Kind of ashamed that I know nothing about farming.
When I listened to Dr Gulati, it was obvious that all previous government including BJP had been so freaking corrupt that it boils my blood. I mean this is brazen loot. Unbelievable! I hope things will change moving forward. It took such a crisis to implement these Argi reforms. Anyway, better late than never. Hopefully, I can get back to farming now. A truly amazing skill to have. Teaches you patience, hard work and self reliance. Now, I can use my data science mind in Agriculture. Also, let futures trading begin for commodities.

Being an agrarian economy for so long, its a shame most of us - "keyboard warriors" - have so little knowledge about the issues of the farmer. A very insightful interview. Could have been better if Jyoti was paying a little more attention to what he was saying.

Mr.Ashok Gulati is an agri xpert and has knowledge of ins and outs of agri production,mktg.,processing trade and retail .I wud call him another swaminathan of farming sector.His write ups in Indian xpress regularly on agriculture r always enlightening and insightful.

Finally you and me both are happy that govt. has announced theses long pending reforms. I am a farmer based in remote corner of the country(Jaisalmer), because these looters sitting in APMCs, this year also I could not earn any profit. Please keep voicing your views. You are far more well wisher to us farmers than all politician put togather including Baramati kaka.
Blueprint of 1991 reforms was created by Yashwant Sinha. Sinha was the FM before Manmohan Singh. The big part of the reform was abolition of license permit Raj. That was not part of the budget. It was pushed by Narasimha Rao.
Finally farmers will have some achhe din.

Decision and direction of agri reform is excellent...but the only worry is groups (the biggest one is lead by sharad pawar) which are right now inlegally manupulates the prices of agricultural produces can misuse these relaxation...so law must includes provisions for safeguarding these type of loop hole...

Thank God, Jyoti has learnt to listen to the expert being interviewed and not to shout her mouth constantly in between with constant interruptions, she has improved, but still lot more to do.
If i could give a suggestion I would suggest government distribute packaged food grains through PDS system. Which can stop leakages. Let FCI set up processing units and food grains must be packed with barcodes. Just like you find in supermarkets. I have worked a retail chain and this is very effective

No Farmer whose earning after expenses is more than 10 LPA dies like fly.
A big farmer who earns after expenses is more than 50 LPA doesn't pay any tax.

Excellent Gulati Sir. This is what is need of the hour. Diversification and increasing the selling power of farmers that go along with removing monopoly of FCI and cartels of APMCs will go a long way in getting the Indian farmer out of poverty as well as reduce rural population dependency on land. As of now no incentive to bring efficiencies as well as improve productivity in farming followed by too many vested interests doing middleman job without value addition. As you rightly mentioned devil is in the details and state governments would lose their power and their funding sources, so there will be heavy opposition unlike GST.
Without farm cooperatives at village and district level, there is no selling power to farmers and incentive for large companies to buy from individual small farmers and they’re will be middleman again. We need Gujarat Model milk cooperative like structure for farmers to create their own selling power and value addition/ diversification to make it work.
Last reform was one in 1991 and this one today. It is for us to see how the reform in 1991 has helped the vast middle class of India
Though I do not want to discredit the Modi government, this should have been done it in first two years of power in 2014.
A similar reform in Legal system will make India, unbeatable in the world.
Yes but Modi government did not have mandate in Rajya Sabha in 2014 so they could not push reforms. In 2015 they tried to reform land acquisition but it didn’t go through.

Thanks to jyotiji for letting shri Gulati give us the overview of the proposed changes to benefit the farming community. Already the political vested interests are threatening to hit the streets in Karnataka. I hope a fair system is implemented so our annadaatas are able to get good returns for their hardwork and there will be fewer farmer suicides.
