Thanks for your question. Let's try to elaborate - normally when people map an as-is process they know who's involved before they know what is done. In such a case starting with roles is easier as you can interview people about what they do. However, in other cases you can certainly start with activities. Good point.
Hi! good question. It's a combination of how it is required to be done by the ISO standard and maps to the lowest level of BPMN 2.0. Other than that it is about using the fewest notations possible so everyone will be able to understand how you work.
