The craziest part about Mayuri is he never betrays the good guys. The most obviously evil captain Soul Society ever had, including Aizan, and he actually stays loyal.

Funniest thing is, Mayuri is still a better dad than Shou Tucker. I mean, he created her and treats her like an object, beats the shit out of her often and just generally experiments on her, but as I see it, if we look at the battle with Uryu and the one with Szayel, a clear difference shows. And not just the fact that his attire turns a little bit egyptian themed. It might be just me, but as I saw it, Mayuri actually develops as a character. Not through his madness as a scientist, but through his personality behind his cruelty and sadism. I mean, at first, during the ryoka invasion, he's portrayed as just that. A sadistic, cruel man, with cold blood for tactics and a complete disregard for his own men. When they go to Hueco Mundo, sure, he openly admits how he loves being there as it's so interesting, but his personality shifts to a much quirkier, more hilarious and actually funnier character. He turns from a simple mad scientist into something more. His philosophy, work ethics and treatment of others are still worse than anyone else's, but perhaps just a little bit, he develops a sense of humor beyond "Oh, look it's bleeding, how hilarious." His thoughts on perfection are words to heed, though. I mean, if you look at it, he's spot on in explaining how perfection is a meaningless and unreachable concept that you can only declare once you cannot go further, which, for a scientist like him, would mean the stalling of work and the disappearance of the meaning for his existence. Twisted, but spot on.
That was a good point i admit i do not know Shou Tucker that much (Since i still did not watched FmA) but i know he is some messed up cientist and for me he was sure as hell a worst father since Nemu is theoretically not Mayuri's flesh and blood like the little girl was to Shou and there was the thing with his wife too, yep worst father and husband in anime for me.But Mayuri is still equally messed up and in a very large scale, especially now in the Quincy Arc in the manga where he is showing that disregard to his companions lives again (The whole thing with taking back the control of the zombie shinigami but not looking for ways to bring them back to normal) and not only for them as he is using fallen enemies like toys (Eh not as bad as the others, but damn still a dick move, the guys are dead after all and he brought them back as basically pets) and of course the massacre in the Rukongai which he did without permission and in secret from everyone because while he saw as completely necessary and did not see what the problem of killing so many souls was, he literally ordained a huge massacre and did not feel any remorse or moral dilemma over it, those people are just in the way of the balance to Mayuri so he just get rid of them, also Quincy genocide. Maybe there could have a tie? If Shou had the chance i think he would have been equally bad in equally large scale, if the dude did that to his own daughter.

Call me crazy, but I think he actually did develop a conscience. If a very tiny one. Towards Nemu, at least. He's actually shown as more caring towards her and overall, his personality forms into a more sarcastic and less sadistic, at least on the outside. He generally does seem like he wants to help his supposed allies, rather than just gain data, which is more than he did during the ryoka invasion or the fight against the bounts. Tucker, if anything, just becomes more fucked up as the series goes on, both physically (seriously, what the Hell?!) and as a character.
+Ice Jones Actally if you read the manga, Mayuri has a very nice character development moment in the final arc in a fight with Pernida, with Namu as he slowly admits a bit by bit he actually cared for her and that she is his greatest creation (and then she kinda gets blow up in to a gory mess so yeah).
+Emma Lights There were a lot of titles nominated that I've never seen before. In order to do the list justice, I'll have to put it on hold for later and watch all the ones I've never seen before.
Orochimaru deserved a high spot on this list. Beyond being creepy, he's actually succeeded in more than half of his mad ambitions, one of which included mastering the genetic code.
Have to say that, even though I´m a bit late to the party, I couldn´t agree more with your no. 1 pick. Also, bonus points for you for including (albeit only a part of) The Major´s war speech, which I consider to probably be the most impressive piece/scene of voice acting in dubs in anime of all time. I still sometimes listen to the full speech, and to this day, on top of the fact I´ve probably heard it about a hundred times by now, I still get goosebumps hearing his psychotic rant about how he gets this sick pleasure out of any and all acts of war imaginable, and his disturbingly chilling closing phrase ´´Friends... Let´s bring them hell.´´ In short, no other character could have taken the top spot, and kudos to you, my friends, for realising that.

I noticed that you left out some of Mayuri's more gruesome feats, such as genocidal actions towards an already dying species, developing toxins just for torture, creating artificial life, and the most horrific of all, he experimented on his own Zanpakuto. A shinigami's zanpakuto is an extension of their soul. All shinigame are given an Asuachi, excluding the Ise clan. An asuachi is a blank slate and evolves and takes form and powers based off of their shinigami's personality, strength and other aspects. Mayuri, by warping his zanpakuto, he was defiling the bonds between him and his zanpakuto, Ashisogi Jizo. He has openly stated that he warps his Bankai, Konjiki Ashisogi Jizo, every single time he uses it, just so that nobody can develop an immunity to it.

It’s hard to pick a mad scientist from bleach. Yes Mayuri is mad no question. But Urahara also is mad for creating a device that can turn soul reapers into hollows. And Aizen is crazy too for using said device on numerous subjects.
steins gate boring..........hell no literally the greatest anime after kill la kill and gurren lagann ive EVER seen okabe rint.......Hououin Kyouma is the greatest protagonist in any anime ....funny, intelligent, emotional, deep, great backstory and steins gate has to be classed easily between 9-10 with a top notch movie sequel interesting little tid bit: chaos head is the prequel to steins gate and chaos child is the supposed sequel....set in the same place but with totally different characters i watched chaos head.....was lame really...terrible characters, bad animation..boring sound track but the science behind chaos head was taken and put into steins gate where it became incredible

Many of the people on this list experimented on themselves, especially the number 1 choice, even Dr Gero and Shou Tucker, so there is no reason to raise Stein based on that. As For Oruchimaru, he wasnt as much of scientist as compared to the others, more a cult leader and a manipulator at most. Hanji, she is more a researcher then a scientist. And she simple isnt "Mad" like the other choices.

I noticed that you left out some of Mayuri's more gruesome feats, such as genocidal actions towards an already dying species, developing toxins just for torture, creating artificial life, and the most horrific of all, he experimented on his own Zanpakuto. A shinigami's zanpakuto is an extension of their soul. All shinigame are given an Asuachi, excluding the Ise clan. An asuachi is a blank slate and evolves and takes form and powers based off of their shinigami's personality, strength and other aspects. Mayuri, by warping his zanpakuto, he was defiling the bonds between him and his zanpakuto, Ashisogi Jizo. He has openly stated that he warps his Bankai, Konjiki Ashisogi Jizo, every single time he uses it, just so that nobody can develop an immunity to it.
5 years later and I’m still mad that Faust VIII isn’t on this list as the man literally slashed open his own leg to replace a broken bone with one from a corpse

There were multiple peoples opinion who went in to making this, not just 1. Many of the people on this list experimented on themselves, especially the number 1 choice, even Dr Gero and Shou Tucker, so there is no reason to raise Stein based on that.
