If you live in a state which requires a permit to purchase firearms, then this will also. It will be shipped to a FFL in your area, as would any other firearm as per Federal law.
Honestly I heard the rumor about fake lifeguard pistols made from China. Look so real pistol like that. Because there is NO serial numbers….. Those people orders to deliver their home without FFL and background checks!! Sound like illegal. Suppose purchase it to ANY gun shop within FFL. I want buy real lifeguard pistol and background check then purchase it to delivery into FFL.

I think it is from a test firing at the factory. It also helps protect the firing pin from damage.
