What causes Whitehorse to pull the rooks hands down is what Joseph says. “Sometimes it’s better to leave well enough alone…” This is what Whitehorse said in the helicopter. This means that Joseph was listening to their comms and already knew they were coming and what was gonna happen. This scares Whitehorse into doing the best thing for all of them and like Joseph and Whitehorse said, leaving well enough alone.

To me, this is the most rational ending. It's easy to see from the opening scene alone that the protagonist & friends are under-equipped & outnumbered for this job. If I were in their shoes, I'd expect to get shot from behind the millisecond Joseph's hands are cuffed. The Marshall claiming they will respect 9mm somehow misses the 5.56 wielded by outside men. There's no way that permit would go through.

Technically, this ending is supposedly for New Game+ where you start the whole game all over again. Since you know what's about to happen, you'll probably decide to NOT cuff Joseph. In the walk away ending, the sherriff says "sometimes it's better to leave well enough alone..." And in the secret ending, the father says the same thing.
yes! I came looking for this comment. I mean, they simply get out of the church and it's over? No closure at all? In 4 Ajay got to lay his mother's ashes in the shrine and all. A way better ending
In FC4 you had a bigger twist though because the whole point was for Ajay to put his mother's ashes in her shrine along with his sister, he never really asked to be involved in a druglord revolution. In the end, he even joined the main villain in a way more subtle manner, so I expected the same to happen here rather than just walking away.
