I asked a bbc director about this once (David croxson, he’s on TH-cam too) and he said that start of programme elements like that can be quite complex and with it being the first thing a viewer sees it’s important that it goes well.
Yes, it has been since at least 2010 and possibly 05 and 01 too. They gave the game away in 2010 when a clock was showing the “wrong” time in one of the shots.
