School prayer is allowed, and has always been allowed. What is prohibited is coercion by agents of the government (teachers, principals, coaches, ...) to pray. The current SCOTUS is rereading the Constitution to allow exceptions for the particular prejudices of the far right to encourage government agents to use coercion. .

For example, absent this limited immunity ruling, Barack Obama could be arrested and charged with the death via a drone strike he ordered of a sixteen year old US citizen who was not known to be connected with terrorism.

It's the same process as in this video. It takes a whole new amendment to repeal an amendment.
The ERA amendment never passed. Shocking I know.
