That is an interesting question. The shaft is stainless steel and the mounting bolts are zinc plated. Everything upstream should be plastic. From a technical standpoint, rust shouldn't be on the valve or in the tank. I have never heard of this. The Drain Valve Lubricant by Thetford does not make any claims about rust.
