A lot of wisdom and self discipline to do it even after years. But right away. That takes a special kind of character. Mind you he had to do it. He was cornered but again to do it in the moment of truth is quite remarkable, which is why he is truly the best villain of the show.
Zaheer is by far the best Avatar antagonist in my opinion, the fact that he can fly is the best ability. But how he achieves it is pretty cool. He lost the last thing that held him back and that was a person who mattered to him because of love. It was a hinderance and the worry of his loved one dying held him back. Because he is free, he gained the ability to fly. Someone below replied with another good point. Since he is free from emotional desires, his plans to erase world leaders aren't out of emotion, but logic.
It also lends credence to his motives to kill leaders and the Avatar. He wants to do that, but the flight technique only requires to be empty of all earthly tethers, which means emotional connections and emotional burdens. Unlike Unalok, who was corrupted by pride and greed and the desire to become a dark avatar, Zaheer has no emotional drive to accomplish his mission. His logic dictates that it is simply something that must be done.

In the same way water benders can control the state of water, so to can earth benders control the state of earth.
