At the end of the day, Wily achieved his dream of being better than Light at robotics. But we can’t forget the amount of times where X and Zero fought alongside each other to bring down Sigma multiple times, stopping Omega and Weil 100 years before Zero 1, and now with ZX where both of their Biometals are perfect combined. Apart from the part where he was stopped, of course. All that really remained of Wily's programming was the Zero Virus, which mutated into the Sigma/Maverick Virus.
