Keep in mind you can still play Traveller if you discard the Third Imperium. It's adaptable to all sorts of sci fi settings if you just change some of the available equipment.
Great advice! A provisional ruling definitely keeps the game going without stalling for lookups, and making it explicit during Session 0 that a one-time ruling _isn't_ binding really frees up the game for people who might otherwise feel like precedent should be always followed thereafter. My own autism and (formerly) eidetic memory made me the de facto "rules lawyer" even at a table with real lawyers. Appellate lawyers at that, the lawyers that correct other lawyers, lol. The DM would ask if I knew the rule and if not I'd look up and cite the book(s) and Sage Advice column for next time when I got home. Worked out really well and kept the game moving. Yes, Referees need to be allowed to make decisions without having a rules monger come back at them. Old school players knew that DMs, GMs and Refs were the ultimate power and decision maker in the game. You can make an observation about it that the Ref then can entertain, but in the end, the Referee has the final say and that's it. Move on. If it is different than the rules and you find the rule later, then the answer can be the same next time. There may be a reason for an answer that the players don't think is right. The Ref may have a surprise or secret waiting for the Travellers or party. If it has to be explained, that takes away part of the run in the moment that the players finally do come upon the answer. Perhaps not having the rule and ruling incorrectly could lead the Ref to come up with a story line that later explains why it happened that way (or maybe not).
My group just finished character creation after 2 weekly sessions working through it. They're so amped for this that I have no idea how I can possibly meet their hype level :D

Short answer is the best way to learn Traveller is to just play Traveller and learn along the way.
