The seat height is mostly up to how big the bike is for you, for example if the frame size is small for you, you are obv gonna have it up high so its comfortable. If the bike is perfect or big for your you will have it lower. (This is my opinion)

You can have it slightly tilted and not too much if your sliding off the seat.
