Actually there is a pump. And it can become empty. it is close to the hangar an a sort of trailer. You can fill up cars there too.
Yeah, I did find it later after I posted this. Also found that you can fuel planes at regular gas stations, and don't have to be right at the pumps, can pull up in road by the pump and fill fuel.

I have crashed at least that many times, just have to keep practicing. They are a lot of fun, and a fast way to travel across the map :-)
