Fallout 2 - Beating Horrigan Unarmed without Armour or Healing

- Fighting Frank Horrigan at the end of Fallout 2 is generally regarded as the most difficult boss fight in the series. Normally consisting of Horrigan, Granite’s squad and a group of turrets. However, using the correct build (And cheesing the doorway) its possible to take out Horrigan and Granite's squad without weapons or armour. The turrets having been pre-disabled with armour and weapons since the player passes through the area on arrival at the Oil Rig. The key to doing this is that Horrigan is just as vulnerable to crippled limbs as regular enemies. Crippling one arm prevents use of the gun and crippling the legs means it takes 2/4AP to move for one or two disabled legs respectively. If Horrigans limbs are crippled and Granite’s squad is dead then its possible to throw a few hits and keep running away.
Key Perks-
Bonus HtH Attacks (Reduces HtH AP cost, needed maximise chance of scoring crippled limb/instakill)
Bonus HtH Damage (Without stacking all sources of damage it won’t possible to damage Horrigan without a high critical roll)
Slayer (All HtH/Melee attacks are crits, needed to even have a chance of damaging Horrigan)
Better Criticals (Improves crit damage, enables instakill crits against most regular enemies and increases chance of crippling limbs)
It may be possible to even win the fight with the turrets still active however it would likely need an even higher level character and possibly use of bugs.

Bro can really have 99 LVL, 300% of any skills, can make critical hits every time the op shoots and can have 999 HP in stock (on the scale of 3D Fallout's, this is approximately 3000 HP). Against his background, the rest of the protagonists look ridiculous (except that Nate can oppose something, because he can have 10 points in SPECIAL and has no level limit. It's a pity that FO4 auto-leveling stops it). At the same time, he has the craziest feat in the series - killing Frank Horrigan and destroying Enclave in it's prime form. Chad Chosen One.

Very impressive, I think you can further improve your build with some SPECIAL points allocated elsewhere.
The way I would personally go :
Traits : Small frame and Gifted
Tag : Anything but unarmed, I recommend Speech, Sneak, Outdoormans you can also tag throwing too instead of Outdoormans. It pairs nice with Fast Shot and is a very good utility skill with unarmed and works with HtH Evade.

- Dont invest in unarmed, you can reliably and effecticvely get to 300% unarmed without spending a skill points. Dont bother with Lucas training, you start with a whooping 58%.
- Go straight to San Francisco or if you want to proceed the game as usual which you, dont talk to any trainer in the wasteland, only Lo Pan and Dragon are of interest which I recommend since you first want your karma to be low like -250 which is fairly simple if you murder the Slag yourself and sell Sulik then Vic in Vault City.
- Then grab the car, go straight for NCR for the Neurodyne, then go to San Francisco, get the unarmed training from Lo Pan get his training (+25% unarmed in total and you should have 83% in unarmed).
- Raise your karma by doing good deeds to 250 or more, ask training from Dragon, lower your strength and agility thanks to drug withdrawl (+25% unarmed you should have 108%).
- Go to New Reno, get to SAD and get the punching bags (+10% so you should have 118%).
- Go to Klamath and get Sullivan's training (+10% you should get to 128%)
- Go to New Reno again and be a Prizefighter (+5% you should get 133%)
- Get a +1 strength with the Memory module and you should be at 135%.
- Tag unarmed when you can and you shoudl be in insane level of unarmed. I managed to get it at 150% without gifted and when I tagged it went to 300%. Or instead decerease the skill points gained in tag unarmed and use it elsewhere, equally valid!
- Dont forget to time the doctor skill increase along the way, you will need to get it at 55% then +10 from the Pib Boy enhancer +10 from Living Anatomy +5 from Vault City training.
- Get the Pheonix and Dermal implants you should have 15% Normal damage DR.
Perks :
Level 3 : and 6 and 9 None
Level 12 : 2 ranks of Life Giver and 2 ranks Action Boy
Level 15 : Bonus HtH Attack
Level 18 : Better crits
Level 21 : Living Anatomy
Level 24 : Slayer
After that, add whatever you want, I like Stonewall and HtH Evade or 3 ranks of Toughness for a nice 45% DR. 3 ranks of Bonus HtH damage seems nice but its not as good as Living Anatomy and its +5 damage. The most optimal would b to have all of them lol, it means that a completely complete build would be at 42.
This guide is made in mind to minimize grinding to its max.

wouldnt targeted strikes to the eyes and head do a bit more damage? or was that all that could be done, from the earlier doorway hit?
normally, they would do more damage, however frank horrigan has special armor that cannot be bypassed by critical hits, and that means that only a super high roll crit on the eyes would do more than 2~ extra damage, which is outpaced by the extra damage you get from doing regular punches. he needs to use 3 ap at the end of each turn to run away, and some turns he has to use 1 ap to walk towards frank to get in range, so this is faster on average. (since he has slayer all of his unarmed attacks are already crits, so the extra chance from eye/headshots doesnt matter)

all you need is Finesse perk it kills insta
You mean better criticals perk, that gives 20% chance to instakill, but Frank cant be instakilled anyway.

He defo harder than Fallout 3,4’s final bosses. learning you can destroy his gun and cripple him makes him a lot easier than he looks though.
