Yeah I don’t think during that time tarot cards were used much, because the raider deck was made after that I believe. My ancestors used beans and playing cards so he most likely is probably using some traditional Roma deck or possibly lenormand like you said

Stripped decks with fewer cards seemed to spring up all over in the 18th century, probably because of the popularity of certain games that didnt require 52 cards. And the oldest cartomancy systems we know about for sure are all based on stripped decks of 35 or 32 cards during the mid 18th century. So the time, location, and the number of cards actually does agree with the current research.
Tarot has been proven to be linked to a catholic italian game of a similar name in the 14th\15 th century. It had kings and queens but also the major arcana.

German "Le Normande" decks appear around 1850, about a decade after her death and feature 36 cards, but there were also other systems based on stripped playing card decks of 36 or even 39 cards. So just based on the shape of the cards we can guess that it is a stripped playing card deck, but there are a dozen systems we know of, and there are probably dozens or even hundreds of systems developed in different Romani communities over the centuries which are completely unknown outside of those communities because it is considered a closed system.

They aren't segregated. They may be poorer than the average but most of them live side by side with locals.
