There's a way to Cheese the 3rd Pig. After the Big Bldg with the Blue/White on top, there is a Barrel to smash into a Buildable Boinger. Build it and use the Jetpack to jump up.

On the Festival Square one i didn't know that way, so instead i use Fire Truck and log in Another Controller to climb the ladder and ride the Pig. That hard tho because The Fire Truck Is Big, But, We Did It!!! ( i Play With My little brother ) And After we know that way we feel stupid 💀 ( edit, i had bad grammar )

Press the Pause (Option) button and then select “Extras”. Scroll down to Super Color Gun and turn it on. You have to turn on all the red bricks that you want to use, every time you restart the game! I know - yuck!

Uh I got the 6th pig and when I found the 7th it said I only had 6 pigs, checked map and the 6th pig (lego city airport) didn’t register on the map and it says I have 6 pigs instead of 7. I went back to the helipad in the airport where it is and the pig is gone.
You need Rex Fury to get to Lady Liberty Island. My “5 Most Useful Collectibles” video shows you how to get him (at 5:54). You get him at the end of the 15th level as you’re free-falling. After you get him, see my “22 Pigs” video description for the time of that one.

sounds like you need to play through more of the story to get helicopters and helipads.
