Passed by the Verkhovna Rada of the Ukrainian Soviet Socialist Republic on July 16, 1990 in Kyiv
and I quote;
"The Ukrainian SSR solemnly declares its intention of becoming a permanently neutral state that does not participate in military blocs and adheres to three nuclear free principles: to accept, to produce and to purchase no nuclear weapons."
The Ukrainian SSR officially changed its name to "Ukraine" on August 24, 1991. The above quote can be found in the document titled "Declaration of State Sovereignty of Ukraine," specifically in the "External and Internal Security" section, if you would like to read it.
