These characters sure did play major roles in the Atlas arc. They weren't commoners like all the refugees of Mantle and Atlas because we got to cherish their deaths. And Penny's death was the most tear-jerking for me honestly and I can only IMAGINE how ruby will handle it. P.S. let Cinder be on the kill count for Volume 9 I'm done with her after seeing this.
What I want to happen with Ciner is for her to succeed in getting all the Maiden powers and then try to betray Salem, but Salem reveals that the reason she gave Cinder a Shadow Hand rather than have Watts make her a prosthetic was specifically so she could turn Cinder into a Grimm with all the Maiden powers and user as a last line of defense against the heroes. It perfectly ends Cinder's arc (if it can be called that) by giving her all the power she ever wanted but also taking the brain she used so much in the past (She actually still does some forms of manipulation past Vol 3), and having Team RWBY and Team JNR finally kill their tormentor and avenge all those who's deaths she's responsible for.
Okay, of all the characters that died in that arc, none were harder to accept than Penny. She was the only one that self-sacrificed herself for the greater good. Every arc has been costly, Beacon/vale teams of students, innocents and some others falling in the battle of the school but we missed out on some of the lesser character being shown. Anima/Mistral the hunting down of the huntsmen and huntresses that happened, the deaths of the villages we mostly missed on screen. Supposedly.
