I may need a little more info. The snap to grid feature is turned on/off for the project and is not track specific. So if you have the sideways magnet icon in green it should be on and every track should snap to the nearest visible grid line. The snap behavior and snap points can be modified. Right click on the icon to bring up the Snap/Grid settings to see the options. (This is also available under the Options→Snap/grid→Snap/grid settings menu.) There is an option here for "Snap to Grid at any distance" - this makes it so that when you move items they always snap to the nearest grid line. With it off you can configure how close you have to get for things to snap. (Here's a video that explains that in depth: th-cam.com/video/xS6hgPJ5BY0/w-d-xo.html) One thing that can go wrong on a specific track is locking. There are many ways to lock things in Reaper so they don't move accidentally so if you have any of these on it will keep items from moving (not just snapping).
