He essentially became a more advanced ODST, with access to higher levels of technology. whereas the spartan 2s were hand picked from absolutely OP children and then heavily augmented and given armour that costed billions. In my mind, a single Spartan II wearing a mjolnir battlesuit could take on an entire squad of spartan 4s.

The reason some numbers dissapear is because of environmental factors, if one side doesn't appear it either means that there's something wrong with the limitations, or that they were placed wrong on the map, if they're put outside of the map or if they're put on a mountain they will lose numbers.
