Every track on Flashback FM would've been absolutely perfect for GTA Vice City (as more of homage to Scarface which also featured this whole soundtrack by Giorgio Moroder), but it's quite understandable why R* included it in GTA III first. 80s music nostalgia was quite huge in the late 90's-2000s, so the inclusion of this was quite more close to reality than people know.

I was 11 when this game came out. These songs introduced me to Scarface which led me to all the amazing crime movies of the 70s, 80s and 90s and all the legendary actors in them and all the awesome music of those decades. Vice City came out the next year which was even better

Sasuke Uchiha Young gotta realise the technological limitations at the time. Back then they were limited to what they could do Claude didn't have a voice because rockstar wanted NPC to talk so that took up a lot of space so songs they could fit in was limited. Hell even making an mc's swim animation didn't come till gta San Andreas.

GTA 2 and 3 radios sounded much more authentic than newer games IMO. They were made a certain way, spoke a certain way, edtied a certain way, and equalized to have some sort of bassy stereo tone, that sounds like real radio to me. Newer games like GTA 5 are too high quality of a production.
