Why these Spanish cities are not protected by NATO

  • The Spanish cities of Ceuta and Melilla are not under NATO protection. So, should Morocco decide to invade these cities, Spain would legally be on its own. But why is that?
    Well, Article 5 of the NATO treaty, which declares an attack on a NATO member an attack on all members, is only triggered if an attack takes place in Europe, North America, Turkey, or islands under the jurisdiction of a member in the Atlantic, north of the Tropic of Cancer, for example, the Portuguese island Madeira.
    However, since Ceuta and Melilla are not in Europe and not islands, they are not protected by Article 5.

      @@laf1993 France has a bigger army and technology and everything than Brazil, Brazil has a HUGE rainforest blocking it from having any decent amount of population or development in the area so Brazil would not be able to hold it since France would arrive faster than Brazil could invade it, and French Guiana has a big enough army to defend itself.

      " Takes back " they have been Spanish for centuries and their people are Spanish. Also, Ceuta and Melilla's border with Morocco was closed up until May this year which means that the chances of there being any e " Moroccan migrants who went there for a better life " are very small.

      @@mastilozdravljedamjanovic Yes they are legally Spanish territory, but the reason for this is because of a treaty where the Spanish tricked a child who was a leader to give territory in an exchange of luxury items, and since kids are naive, he did accept it and the treaty was signed.

      @@wurok871 you may have been mislead. when Hispania was part of the muslim world, Ceuta and Melilla were already associated to it and its local governor governed them.

    You mentioned this once when Argentina invaded the Falkland Islands. Either way Morocco invading these two cities is unlikely as they get huge investments from both Spain and the EU. Them invading Spanish territory might not result in a counterattack by NATO/EU but they'll most likely reduce or even cut their relationship with Morocco.

    The NATO meeting this summer in madrid said that Ceuta y Melilla is spanish territory and with that, they will defend it in case of attack, and its the same with the rest of territories of the other members of the NATO outside of the europe continent.

    It may not be protected under Art 5 NATO but it would be under Art 42 Sec 7 TEU. So Morocco would have a fun time with all of the EU coming to aid Spain...

      Exactly. People forgot the EU has the same defense policy for all its members and any territories owned by an EU member anywhere in the world.

      @@XR190190 The EU defense policy its a lot more vague, it's leagues away from something like NATO with much clearer conditions, guidelines to act and structure about how the actual cooperation would work. It would still be a bad ideó for Morocco to invade, but it's not as one sided. I don't think you can expect a lot of Europe to commit to war over 2 small Spanish territories in Africa. Also, Morocco has pretty good relations with USA, wich is not insignificant.
      Still, there's many other reasons that make invading not an easy choice, like Morocco being busy (for now) triying to stabilize former Spanish Sahara as their own ( Spain recently has shifted their stance and decided to show support for this) despite resistance from the people living there (those that didn't come from Morocco at least) and Argel, their bitter rival and another important nation in the area.
      There are also valuable economic ties that could be lost (Spain itself being an obvious one) , and the Spanish army may be underfunded and unprepared like many in the EU (with exceptions like France and the UK) but could still put up a fight and the conflict could scalate far more than its worth, taking 2 cities in Africa its one thing but if the Spanish decide to counter attack and Morocco have to take land in the Iberian peninsula to make them surrender that would be quite more difficult.
      It could happen, who knows. But if they try something it's more likely to be a "Grey area" kind of thing, like the Green march that they did in the Sáhara, where basically thousands of moroccon civilians marched and settled in saharan territory. They could flood Ceuta and Melilla with migrants and try to get influence over time so the territories secede to Morocco peacefully.

      @@popelgruner595 I don't agree there. In NATO article 5 says that an attack on an ally is considered an attack against all and that each member will assist the party as needed including military action.
      With the EU mutual defense it says that if a member suffer an armed aggression the other members have an obligation to "assist by all means in their power". That could be seen as more strict, but it's problematically vague, it makes no explicit mention of going to war or to consider the aggression to the other member as an act of war towards yourself, it says you gotta help as best you can. I can totally see many countries in Europe saying that the best they can it's sending aid but no actual troops.
      Also, NATO its an actual military organization. It has proper protocols, active troops, military structures and expectations of what should happen if article 5 going into action. And I think that makes a big difference.
      The EU on the other hand its mostly about economy and politics, most members are also NATO members and put their defense plans on that boat. There's no proper EU army or structure although plans have been made and talked about several times. I belive this year's they approved plans for a rapid response force of 5000. That's not much. It's not fully known what should be expected if the mutual defense is invoked. Most EU countries just trusted thy being in NATO wich includes the USA would be more than enough and have small and even not well funded (by the standard they could afford if they wanted) with exceptions like France, the UK or Poland. Obviusly it's still plenty military power, but the issue it's the uncertainty of what would happen, how it would work, would the cooperation be swift and decisive etc.
      I think that both in paper and it practice NATO it's quite more solid that the mutual defense of the EU.

    NATO does protect the Faroe Islands and Greenland as a part of Denmark, though. They are a group of islands in the North Atlantic and the latter is in North America. 🙃

    Wrong, read the actual treaty, article 6 is written for the purpose of article 5, it states that "on the territory of any of the Parties in Europe or North America, on the Algerian Departments of France, on the territory of Turkey or on the Islands under the jurisdiction of any of the Parties in the North Atlantic area north of the Tropic of Cancer" which means all territories north of the cancer parallel, which includes Melilla Ceuta and above all Turkey.

    Ceuta and Melilla have been from Spain since 1640 and 1497. Morocco was created in 1956 so they have no right to take them. In the last NATO Congress, Pedro Sánchez asked to leave in writing that Ceuta and Melilla would be defended. They replied that it was not necessary to put it in writing because and that if Spain is attacked, it does not matter where, it would be defended. By the way, the King of Spain Felipe Vl has the title of Emperor of the Byzantine Empire, which includes Morocco before it was created.

    Hello, I'm a citizen, of one of those towns and I'd like to shed some light on our situation with our anexionist neighbor, we've started to notice that they are using tactics simmilar to the annexation of Crimea by Ruzzia, they are flooding the census with their own citizens in order to gain majority of votes in elections, while at the same time, draining public help and subventions since they have their immigrant family status and double nationality bonuses (I may be mistaken in that last one, I don't know), which the annexionist collective gladly takes advantage of, on top of that, the moroccan government has been performing small and medium levels of economic sabotage, specially during the pandemic, we get a fair ammount of mostly agrarian resources from Morocco, which let's be honest, it's better than the ones we get from the peninsula most of the time, because the convenience (we get the rest from the peninsula or both), they hope that by draining us of resources, we'll stop being profitable or sustainable to the peninsula, forcing our goverment to basically sell or abandon us. In terms of emigration, it is supected thet many young spainyards feel forced to move to the peninsula since most work positions are held by moroccans (some are annexionists some others are not ofcourse) and their close ones, it is rare now to see someone being hired somwhere without contacts already working in the busines (for both populations). Morocco has also "expanded" their sea territories by prohibiting and arresting any spanish vessel that drops anchor in shared waters thus limiting fishing capabilities (all that under the excuse of illegal immigration which while fair enough, Morocco has taken any chance and excuse to "attack" our territories).
    Then there are a couple of things I'm less certain about, there have been many reports of moroccan vessels intruding in our waters to either fish or force our fishing boats to sell part of their catch, BUT, the same it is said to hapen with reversed roles, chances are that both sides are trading illegally (mostly to avoid Morocco's prohibitively expensive customs fee and bribes to the occasional shameless fronteer guard (on both sides). Morocco has also been acused of organizing massive immigration waves, many of you might know already about the mass frontier fence jumps to Ceuta and Melilla's perimetres by immigrants trying to cross the borders, by law and principle we are not going to leave those who succeed in crossing our borders on their own, which drains us further of resources giving them shelter and eventually sending them to the penisnula.
    Socially I don't see too much trouble, we've been coexisting since forever so the biggest sources of social unrest come from already radicalized individuals on both sides, however, I have to say, of all the times I've seen a moroccan-spainyard argument, it's the moroccan the one who usually pulls of the race card to get away, dont know what to think about that but at this point I expect anything.
    As for their motives, I can't find none other than ego and greed, none of the tree have territories to have either industrial or farming capabilities, Ceuta, Melilla and the Canary Ilands are basically tourist resorts with the majority of the land taken by residential areas, Ceuta might have the chance of being a transport hub and the Canarys do have very few and small petroleum pockets in their waters which they are adamant of prohibiting any exploitation of, and Melilla is literally 13km square of housing, they have basically nothing other than supermarkets and small scale telecomunications.
    Overall Morocco's goverment still takes any chances to F us over but we still adapt.
    Just one last thing, in 2020 I got some new moroccan neighbours, they moved to my city because of the pandemic, one day the wife was speaking very loudly through her phone so I went to close my window, I didn't, I cluldn't, I froze in place, astonished and sad, hearing her talking to some relative or friend in who was still in Morocco about why she and her family moved here; in her own words: Morocco is a prision.
    Just WTF is going on over there? I'm getting equally worried for them as much as us.

All democratic elections on the Islands have resulted in almost 100% voting for British ownership and the Islanders are very proud of this.     The reason why that Article was put in place, was because at the time the UK, France, Spain and some other Nato members had quite a sizable amount of overseas colonies, and most of the Nato Members did not want to go to war to defend their numerous colonies. So they limited the Area.
    As for Ceuta and the like, while they are not covered by the Nato convention due to that particular article they would be covered by the EU convention so if Morocco had any ideas they would still have to face most of Europe.

    But is considered worthless because of EU council that must vote at unanimity to do every kind of intervention.
