The story behind of why and how the Civil War happens isnt really explain because the main point of the movie is to show how politics doesnt matter, its about the people and violence that happens is what matters. now about speculation, theres couple of things to note: The President in the movie violate the constitution by being the president for the 3rd term. The President supress this by dissolving the FBI, so theres no 3rd party investigation. The president supress this further by using law enforcement and military loyal to him by controlling the people, even at one point in the movie... using air strikes against civillians. Texas and California breaks away from the central goverment to oppose the President and its unjustified goverment. forming an alliance called the "Western Forces" comprise of major US military and Civil Guard units. other states also breaks away, one of them are Florida and neighbouring states, forming the "Florida Alliance" which stand neutral, tho can be said engaging Loyalist (central goverment) forces. the Western Forces reaches Washington D.C in 4th Of July after months of fighting and in-fighting among fellow Americans. In the last sequence can be seen US Marines, MARSOC, Cavalry Regiment and other special forces who joined the struggle against the Loyalist united in the battle and finally reaches the White House. And in the end, the President was killed by Western Forces operators, ending the Civil War.

Maybe the western forces could've reduced the risk of friendly fire by using different/old camoflauge or even civilian clothing to be able to tell between friend and foe.

However given the level of technology and supposedly the dictator was in his third term it likely that the events that Civil war would be set in is perhaps maybe in the 2030s. Although I'm just assuming its just a alternate timeline where the dicator was elected in the early 2020s.

Depending on the situation its likely that the US military would have been disrupted as personal scrambled and or resulted in infighting, resulting in massive material loss or parts of the military overseas would have either stayed out of the fight and remained at oversea bases assuming command and control managed to keep them from killing each other and watched the events unfolding and eventually choosing sides in the conflict. In the case of the movie. California and Texas largely led the conflict against the dictatorship historically both states have the largest military in terms of National Gaurd and regular military in those states with California largely having access to Naval and Air-force, and Texas being mostly Army. These two states alone just with up to date equipment had a sizable force to begin with. Joining up they likely would have scavenged the bone yards nearby both states, the California Nevada border has a boneyard for tanks and tracked equipment and Arizona had the massive boneyard of aircraft and equipment in the Western US. Likely during the early stages of the war the high tech stuff got trashed first and by the end of the conflict which is what we see in the movie, they likely were using stuff that was captured, or brought into service from the bone yards. So yeah they likely were using MATV's and JLTVs early on but likely switched to cheaper older equipment as the war dragged on or were using the higher tech equipment to defend the home states, from possible attacks by loyalist forces and to make sure their northern neighbor stayed honest.
