I disagree calling Enel not creative, IMO he's one of the most creative fruit users we've seen. Firstly, I dont know many other characters who found a way to combine a secondary effect of their fruit with haki in the way that he did. Secondly, his spur-of-the-moment decisions made in situations we have to assume he's never encountered before (his heart being stopped, finding someone who's immune to lightning etc) prompted really quick and imaginative solutions.
Meets a rubberman for the first time and learns electricity wont work? Instantly creates a pointy weapon one of gold to fight them, and superheats it to hurt him even more. I think we can safely assume this was a new problem Enel never had to face before, and certainly wouldn't have considered in advance, so this was a really quick and creative response
yeah creates a pointy weapon and nothing more ...the guy even tho he can be hit by luffy can teleport so theres no reason for him to be hit and still gets hit also apart from the pointy thing the only thing he did was shooting thunder and thats it ...he could have done so many things and just made luffy eat a sandal (if luffy werent the MC) but he didnt and thats a shame
This seems more like a point on his intelligence than creativity cuz while it was very smart to instantly create a pointy weapon to hurt the weird rubber man it isn't a very creative way to do so.
What about melting gold using his powers in a creative way to incapacitate the rubber man and remove him from the fight

You know to Alvida’s defense she’s hardly ever had a chance to use her powers. I mean the first time was pretty much the only time.
Indeed. Like GLR said himself, this fruit could be pretty busted as it could mean that almost any attack can slide off of her (though she was caught by Smoker's Moku powers before) but since the Loguetown arc for that one scene/episode, she hasn't used her powers since.
She was also the very first villian and in shounen logic she will never catch up. It also kind of important to note. Alvida might be the only DF user who's 'power' is more or less just a side effects. - Much like Luffy who's only power is that he has all of the properties of rubber and he has no real actual or active powers to speak of. Attacks slipping off of Alvida or her getting fit af are not conscious abilities and she can't turn it off. Even seastone wouldn't turn it off oddly enough. She would probably in theory slip out of seaprism stone cuffs.
I digress. Point being she will never have a chance to show off because she has nothing to show off. Now if she could do something like maybe apply the slippery effect to other things or worse particular body parts of others like making you slippery so you can't stay up right. That'd be badass.

I mean for Kinemon, Oda has literally just made Luffy discover he’s been using a different fruit from what he thought it was the whole time, clearly the whole ‘You know the fruits name as soon as you eat it’ thing doesn’t work like advertised.

The weight fruits could be amazing if they are able to master it to make certain parts and not just the whole body’s weight increase. Imagine A fighter throwing some 1ton fast as lightning haki infused kicks and punches. Use the weight to help you block big attacks from strong opponents.

Orochi is a politician with a minigun. He can just about pick it up and point it at someone to intimidate them but doesn't know how to load the ammunition or even pull the trigger

Okay, let's acknowledge that aside from his debilitating preference of poisonous food, Magellan has one of the most masterful uses of his devil fruit in the entire series.
It’s like stands. Some are great, some are really lame, but the user finds a way to make it work. The main difference is stand users can swim.

I'm surprised Hina isn't on this list.
All she does is clothesline people or use metal bars to bind people. So she'd get a high usage score, but her creativity is really low, when we've seen her use her power it wasn't particularly intelligent, and her mastery seemed average too. Though maybe just having high usage and average everything else was enough to keep her off the list.
I'd like to think that the Devil Fruits that are lesser version of other fruits (Mr 1, Mr 5 and Ms Valentine fruits < Baby 5, Gladius and Machvise) have the "growth potential" to become much better than their counterpart. Much like Luffy, who we all thought Katakuri's fruit was the same than Luffy but better in any points.
I'm betting that those "lesser fruits" are overall weaker than the other, similar but more powerful fruit because they have the potential to bring so much more than the stronger fruit with enough training and potential.
Mr 5 is weaker than Gladius indeed, but Mr 5 showed much more versatility than Gladius with the use of his fruit. Gladius only use his fruit to inflate things and make them explode, while Mr 5 showed he can detonate every part of him, from breath to body to... snot. I'm sure with enough training he'd be able to transform everything he wants into a bomb that"ll detonate with touch.
Machvise is incredibly stupid and straightforward with his fruit, he jumps / he falls down. While Ms Valentine was shown to use her fruit to fly in the air, to give her kicks much more power thanks to the weight thing, and her attack on Usopp where she gradually increases in weight. Pretty sure with enough training she could get even heavier and breaks the limit of her fruit weight.
Baby 5 has been able to change into any weapons she wanted, but she probably isn't able to make her weapons "more powerful" than their intended use. While in the One Piece world it wasn't even an issue since the strongest pirates doen't even uses abilities other than Haki, her power stops at her sheer imagination of weapons and the limitation in power of said weapon. While Mr 1 is able to use his fruit to move faster, to use with a martial art effectively and he can make his fruit stronger simply by being stronger, which I doubt Baby 5 can make her fruit stronger (and most her attacks need someone else to use).
Overall, weaker fruits can simply just get stronger than their counterparts, if only the user wasn't stupid or wasn't just... Not motivated to get stronger since Mr 5 and Miss Valentine just stopped being pirates and went on with their lives, they have no reason to get stronger.
Enel gets too much hate and Corazon gets too much love. Enel powered an entire flying ship, enhanced his observation haki, and made ways to fight/incapacitate luffy. Corazon… made it quiet? Definitely one of the worst users with his only redeeming quality being him saving Law with his power. No mastery, no creativity, and almost no good usage
Emm... i think you forgot a king with "you are what you eat" bake bake fruit(it was it i think) i thouth this guy would be on first place. Being friking house with canon is kinda usless, his inteligence was under zero. Only good thing he know how to regenare and that's all

Whitebeard could potentially have made this list simply because his creativity is almost non existent. He just used the gura gura no mi to punch and grab. And before you come at me saying the sea tilt was creative, blackbeard was instantly able to use it after stealing the fruit meaning not only is it uncreative it took almost 0 master to learn. There is so much more potential for this fruit and you could have even used it for something similar to geppo or compressed the ability like Kuma does.
can we all agree that spadman wasted the elephant devil fruit on a sword was the dumbest decision, he could have used it and become a menace but now he wasted on a sword.

Opera is one of the most disappointing Devil Fruit users ever! His older brother theoretically has a very similar power; ask Katakuri for advice on how to utilize a liquid/colloidal substance based super power! Given how much the various Charlotte siblings seem to admire, if not full on worship the guy, you'd think being such a failure with a similar power would motivate Opera to be better!

Always thought Eric was the dumbest devil fruit user ever. The Kama Kama no Mi in every aspect of its use, looks more like a Paramecia type for Wind, not Air itself like a logia but the moving wind, gusts.
I just don't see why he couldn't create tornados, derecho winds, fly, create mile high rogue winds by blasting wind over the water but he's just like I make wind go slashy!
Hey GrandLineReview I was wondering, you make a great job to make a good point score for devil fruits. So I was wondering could he incorporate that score into the worst devil fruit users. Becase a good devil fruit user with a bad devil fruit should have additional points.

Kinemon dies know the name of the fruit but he doesn't know about devil fruits, the fruits do not give the eater the knowledge of the devil fruit system, just the fruit's name

Morgans might actually be smarter than we think, keeping a permanent hybrid form means absolutely noone really knows what he looks like as a human. He's got a perfect disguise.

I still hold that the Kilo-kilo is wildly underestimated. Imagine if someone like Sanji could increase his weight 125x right before impact, not to mention any power boost from potentially moving faster by decreasing their own weight to 1kg before moving toward the enemy (something the Ton-Ton cannot do).
If they can move twice as fast, Sanji's kick would now be 500x its original force, and it keeps ramping depending on the actual speed boost (up to potentially 800,000x power, if you could move 80x as fast by reducing your weight from 80kg to 1kg).

There was another manga that used this concept but his power was turning things into Styrofoam and reverting it back, so he'd swing around these giant pieces of Styrofoam then revert it back to whatever it was before, like a telephone pole
Whats even cooler is a potential awakening. this could provide use to swordsmen like zoro, and reduce the weight of incoming attacks rendering them much weaker. Or you could immobilize weaker opponents by drastically increasing their weight, the possibilities are endless.
That's why Ms Valentine is in the worst user category.
I think Enel gets too much hate. He didn't even have the concept of Rubber, so it was unfair to score him low. And using observation haki with electrical waves to listen to everything is the Island is the smartest and Creative thing I've seen in One Piece.
Yeah people like to say he gets carried by his DF but he uses it extremely well too

Yeah, Enel only got defeated that early in the story because Luffy’s df is the most convenient one against him. He was immune to Enel’s df and still struggled a lot tbh.
Logias can control, manipulate and become their element. If I had Enel's fruit, I would use it so I could have the "Touch of Death."
By making physical contact with a living organism, I would stop the electric impulses that travel through the nervous system... causing all body functions to halt. (Breathing, blood circulation, brain activity, etc.) That would result in instant death.
Enel literally has the "Hand of God" and isn't using it to his full potential. Meanwhile you have Caesar Clown removing Oxygen from the air... Enel deserved that low rating.

I feel like saying enel is intelligent but not creative is downplaying his feats. To me, it takes some pretty strong creativity to find ways to combine your fruit with haki, surround yourself with materials that synergize well with your fruit, and delve into more obscure powers of the fruit like electromagnetism to mold metal. The way he fought also demonstrated his creativity when he made heat of the moment counters to Luffy’s abilities. For example, when he found that both lightning and blunt attacks weren’t effective, he melded his pole into a sharp weapon. When Luffy dodged or redirected this weapon, he used electricity to heat it and burn Luffy. When Luffy demonstrated his endurance, Enel decided it would be easier to meld gold around his hand and simply get rid of him.

Oda said that of Enel were to come down to the blue sea, his bounty would be 500 000 000 belly, and that's without him having done anything against the World Government.
To give some perspective, Ace was a Yonkou commander, logia user, and the son of Gol D Roger. His bounty was only 10% higher at 550 000 000

I reckon Magellan would boost his score dramatically if he was eating poison to build up an immunity to someone else trying to poison him. Instead, he’s already immune and just gives himself the runs for 10 hours a day
You need to stop eating deadly man-made poisons and move on to actual venoms it's easy to build immunity to snake venom especially for fruit like that.

Honestly, I think you did Kelly Funk dirty. Man managed to find a way to get some use out of quite possibly the most worthless devil fruit in the entire franchise. Including non-canon fruits. That deserves some respect.
I feel there should be a fifth catagory talking about overcoming the limitations or weaknesses of the fruit. Like the barrier guy can only make one barrier but his creativity of making stairs for Robin was good. The reason I feel overcoming the limitations or weaknesses of the fruit is important because it shows how the user managed to get the most out of there fruit, yes you can say it goes into mastery but I feel it doesn't. For example would be the candle guy, he has some mastery with his fruit but with heat being a weakness he has to overcome it if that makes sense
I think that is in intelligence and/or creativity category.
Barrier fruit similar to Pero Pero no Mi in that it can create objects, Barto awakening his DF would make him a greater shield to Luffy V Jouz and Whitebeard

Orochi is pretty much a definition of being unfit to the position he's holding: wasted devil fruit, too much reliance of an emperor, thinking too big of himself and completely blinded by revenge. That was also his downfall yet I'm sure he'll be back sometime soon.

Here's a little theory about how Morgan uses his devilfruit
We only ever see him during his work running a newspaper or when he's at high class events such as Sanji's wedding. So what if his primary purpose for the fruit is to not be recognized during his free time? Or even more sinister what if he has a shady business in his true form that he can not risk being associated with the newspaper since that'd make him and his employees at the paper easy targets for enemies he's made trough his shady business.

I disagree with the weight manipulation fruits being bad by themselves, with a bit of creativity and looking at what other DF-users were capable of doing they could be terrifying.
It could allow you to basically throw megaton punches and kicks or be incredible fast and nimble. Since the user's form or material doesn't change it also seems to manipulate density somehow, so if physics work you could become super-dense to shrug off damage (and perhaps even reflect it since the density could harden their body) or become so light-weight that any punch simply makes you float away like no damage was done (like punching a balloon). A truly extreme use of that could even be to allow for intangibility by setting your density to basically 0. If it isn't density that is manipulated it could be gravity itself, which would have a ton of uses as well.
Awakened, being able to manipulate the weight of other objects, could make this almost overpowered and would have a million and one uses.
This DF could sink entire fleets by making the ships to heavy too float, it could bring down a fortress by making the support structure buckle on its own weight, if momentum is kept they could shoot a bullet with the impact of a cannon shell, it could make a swordman's sword too heavy too lift, it could make someone's clothes crush them, perhaps it could even make the air heavy enough to squash someone... and then there is even the possibility of affecting non-tangible things, like what if you have any doubts or guilt in your heart and this DF could increase its "weight" in your mind? The feeling of guilt over something becoming so heavy to bear that it forced you to your knees?
These fruits could be insane with some creativity and a good user and none of what I've mentioned is impossible as we have seen similar feats and "transformative uses" in One Piece already. (just look at Luffy, Law or Kuma)

I think the jacket guy isn't actually too bad of a "user". But that's only by virtue of him and his brother basically having optimal circumstances for the fruit. Like, could you imagine if Kaido had eaten the Jacket fruit??? Any other person that he took over would just be a downgrade for him. Or hell, basically any other strong character (Zoro, Weevil, Oden) would be a massive waste. They're already strong. But what about a physically weak character? What if Usopp ate it? He could take over one of his strong crewmembers body and gain their strength. Even then, it would still be pretty bad since he isn't a strong frontline fighter. I feel like with the Kilo Kilo fruit, there are probably more ways to use it besides dropping at 10k kilos to crush people. Maybe you could put the weight behind a punch so it hits harder, or maybe somehow use the 1 kilo weight to make yourself faster. Maybe the awakening can apply that weight to people and objects so you could suplex people into the ground or make capturing them easier. But i feel like if i on the spot had to think of how to use it after eating it, i probably wouldn't think of anything besides being able to jump really high and float with the wind before slamming to the ground really fast. But I do agree that mach vice is just....like come on man, you're apart of a warlords crew, one that most of the other members are really strong or very clever with how they use their abilities, and you just use it to do the same thing we saw back in Alabastia? Atleast if he was awakened or was able to apply the weight to other objects then it'd probably be forgivable, but at this point you're just not being original and i'm questioning why Doflamingo thinks of him so highly that he's apart of one of the main 3 ( i think it was only 3) groups
As for the heal heal fruit, i feel like it could potentially have the ability to become the thing Chopper is looking for. A medicine that can cure anything no matter how severe, heck maybe it could even regenerate lost appendages if you train with it (I think mansherry used it to heal law at one point so maybe if it's paired with laws fruit it could be really good). I also find it crazy that by sacrificing your lifespan, you can just fix inanimate objects and that is really useful in an anime where lifespans don't matter and are just used as a way to stress how dire of a situation something is or to make the stakes higher. I also feel like the fact she was able to spread the healing around (atleast that's what it looked like to me) in big areas is pretty useful as well. I think the only real thing i could put against it is it seems like a thing better suited for a doctor or nurse, but i really cant hold Mansherry for not using the fruit better/in more creative ways since we really don't know how long ago she ate the fruit, we just know that Doflamingo kidnapped her to heal his forces and to fix the factory when it got destroyed. In a way it kind of reminded me of how Shirahoshi uses her powers since mansherry seemed to cry alot whenever she used her powers (atleast i only can seem to remember her crying when she used it) so maybe given time she'll improve with it

I think the kilo and Ton fruits could actually be really useful. For example imagine a fighter that is as fast as Brook and that hits as hard as Franky. Make your hand heavy mid-swing and a sword could cut thought most things without having to have the mastery of Zoro. Also, while it could be that in order to affect the weight of other things could be an Awakened only ability, there is also the possibility that the characters simply don't use their power in this way. If you can imagine an Ochaco that can also make things heavy, then you might understand how terrifying an ability like that could be.
I see what you’re saying with Megellan harming himself by eating poison and effectively shooting himself in the foot. But I strongly disagree, as that doesn’t impact how good of a user he is.
Daily life can be a very loose factor too. Cuz imagine Magellan was chasing down the Impel Down prisoners and suddenly needs to shit. That would be him hindering himself just because he wants to.
It’s like Sanji hindering himself by not using his hands or kicking women, except I respect the latter more obviously😅
His devil fruit gives him resistance, but not immunity, to external poisons. They still harm him. If Buggy started throwing slices of his body into the ocean like frisbees, that would be a very bad use of his powers. By eating poison just because it won’t kill him, Magellan is using his devil fruit to hurt himself

The treating his own heart thing really was the fruit on it's own, and the only place he actively trained and considered using the fruit was the ark, not to mention so much lost potential of how damn good that fruit is. He was blessed but was worthless compared to what he could've been

We haven't seen it, but the funk brothers talked about it, he can put himself over wild beasts, considering there are gigantic beasts (land or water, would he be able to swim as being put over a seaking? he takes over the body-abilities of his victims, maybe there's a loop hole? since the fruit can still be used underwater, but not the function of the user to swim themselves.), this could potentially be a pretty devastating fruit to deal with.
But there's also the fact that he himself is not very bright or powerful by himself, other contestants in the arena said he is a terrible boxer, & only in combination with his brother (or some other individual, maybe even an emperor??) or some wild beast he can be quite a powerful being, so I kinda agree with him being on the list^^'
I think Morgans deserves a bit more credit in the creativity and usage department.
He uses his zoan hybrid form as a disguise, which is something I think we've only ever seen Chopper do. We still haven't seen his real face, so you could walk past him on the street and not even recognize him, which is a creative way to use a Zoan fruit (which are primarily just good for combat) to help his lifestyle as a news mogul.

I nominate Kalifa of CP-9 for this list. She has the ability to conjure soap. Strictly speaking, it is a special paramecia (much like the bis bis no mi or the mochi mochi no mi). And what does she make with it? A soap sheep, and she gets beaten my Nami. It's a devil fruit of unbelievable potential and its wasted on her.
There are some ommissions I want to share: Califa and her misused soap devil fruit which could be overpowered in the right hands. Hina and her criminally underused cage-cage fruit which equals Doflamingo's fruit.
I think Hina's skills are off screened too much for her to get in this stuff
I think it wouldn't really count as she got it right before her battle against Nami.
But on the other hand, so did Ecki before he fought Zoro and he made much more out of his powers.

@@curranfrank2854 Blueno sent Luffy's head spinning from just touching it, and that was the only hit he managed to get on Luffy that whole fight, even before g2. If he was closer in strength to Luffy his ability would have been deadly. Also he saved the CP9 from the Buster Call using his ability

I think the weight fruits are better than you give them credit for, and their users even worse. Force is contributed to by weight and velocity, so they should theoretically be able to hit harder just by increasing their weight, as well as be able to anchor themselves in place when being struck and use their far superior weight to give whoever is hitting them the brunt of the force in the blow (we know that the increased weight makes them more durable as well, seeing as they both regularly take the brunt force of smashing their incredible weight into the ground with barely any injury at all). Not to mention the fact that if one were to build up speed and leap while their weight is increased, then reduce their weight, conservation of energy dictates that their velocity would have to increase proportionally to how much their weight is decreased by. For reference, if the kiro kiro fruit user were to be moving at 1m/s at 10,000kg, then suddenly reduced their weight to 1kg, their velocity would increase to 10,000m/s, allowing them to travel the entire circumference of the earth in under a little over 4 seconds (not accounting for air resistance). Heat from friction alone would almost certainly kill them in that extreme case, but if they can put their weight anywhere on the range of 1-10,000kg that shouldnt be much of a problem as they can simply not go all the way.
I should mention that this is assuming that the devil fruit functions by changing the mass of the user rather than changes how gravity effects them, which is unclear as weight would change with either. If it does in fact function by changing how they are affected by gravity then that opens a whole new world of possibilities that I don't even know how to start on.
Then again, the One Piece universe ignores basic laws of physics quite often, so maybe these things just wouldn't work in universe even if the users had the knowledge to understand how it should work.
Ceasar could be invincible, he literally took away the oxygen from the air and beat luffy, law, smoker and the strawhats at the same time. Thinking of the potential he has, I think he´s definitely one of the worst DF users.
Makes sense that Enel didn't make the list, he's actually pretty good at using his Devil Fruit. It's just that apart from using his powers he's pretty unimpressive.
I whole heartedly disagree with Bellamy being on this list, at least as high as he is. Post timeskip his mastery, creativity, and intelligence are all WAY higher. His death knock technique of increasing his coil’s tension for more power when he releases is about as creative as you can get with springs, he utilizes them very effectively in enhancing his reach and flexibility. I wouldn’t put him on the list at all, let alone below the likes of Buffalo.
Dude has pretty much the same base power of luffy he could of done a spring version of gears he could of us this power to get bigger he could made a bunch of small spring to cause a net type of situation to keep people from moving...etc he just go spring spring

He used it for electro reception like a shark mixed with his haki to be able to observe thousands of square miles at once. He used it to control and power a flying machine. He used it to control thunder clouds to amplify his own power.
He's shown more intelligent and creative applications of his fruit than any other logia user and the vast majority of devil fruit users in general.
