stop blaming global warming and solve the issues. solutions: * stop building on floodplains and use them as you know... floodplains. * plant more trees to intercept and slow down the rainfall. * dredge the rivers to allow for higher capacity of water. * dredge the extensive canal network and use the canals and as an overflow system for the rivers.
Solely blaming global warming for this is giving the government a get out clause. All the solutions you list are, I agree, the precise reasons why this island can't cope with this quantity of rainfall. In light of climate change causing more rain to fall, it is even more essential that this new Government pull their finger out and address the neglected policies of the past. Every single time I leave my house I see at least one garden or driveway being dug up and replaced with concrete or tarmac or something equally impenetrable and pollutive. The general public are also guilty of being short sighted fools.

I also assume that's the national debt rather than the government debt. they are very different things. eg. a business or citizen taking out a loan to pay for something would be national debt and does not get paid off by taxes and a government taking out a loan to build infrastructure would contribute to both government and national debt (as it's the debt of the nation). The government's loan would be paid by taxes (obviously).
This is not climate change! It is environmental change. Paris hasn't flooded the Ruhr River in germany hasnt flooded, Zeeland in holland isn't flooded. Climate wouldn't choose a country, environmental building choices and laws allow open land and building on river banks, flood plains and upstream developments created this problem. Perhaps because your houses weren't on the flood plain, with the new hospital, its 5 car parks, the two new schools and shopping centre all soaked up rain when they were fields , but the local govt put a compulsory purchase order on the farmer for his land to build them because the increased population on the flood plain needed extra resources. Save the fields, the economy and the law obyding public. All are linked and act upon each other. So let's stop blaming climate change and co2 for everything. Not only when rivers flood are the areas which in earlier times could take that excess water now built on, rather than creating natural parks in those areas or just fields that can be sacrificed to the water at need, leaving the water no where to go and making the problem worse, the flood water is getting higher as well and more severe as well. I noticed that most of the old Medieval settlement core towns was not on flooded land. Probably because they hadn't drained the land back then, and did get the odd bad floods. I think we have over the centuries created a fake landscape, and are now battling water over it. It is a battle we will lose.

When I lived in Shanghai, it was clear they were far more prepared to deal with flooding. My ground level flat did not flood, there were several pits and channels taking the water. I waded to work in shorts and by lunchtime all the water had been pumped out to sea.

It's not climate change. It's soil erosion from intensive agriculture, removing pastures and hay fields and logging too much. This is soil erosion that plugs drainage ditches leading to less capacity. I am a former emergency coordinator for USDA NRCS. Peak storms are no more intense today than they were 40 years ago. They seem so when vegetation is removed increasing runoff curve numbers. We've had cycles of drought and wet for over 150 years in the USA. The last 100 years have been abnormally predictable. That has never happened in Earth's history for long. Tree rings show the history. The 1990's saw huge swings in weather patterns also. Quit scaring people and plant more permanent native vegetation. Desertification is not climate change. It is environmental destruction and poor land use planning.
