Apparently, all foreign residents in Rwanda now need to get an online visa three days before travel and pay a fee. There's so much confusion at the moment and some people have still been able to travel to Kenya on an EA travel ticket, like I showed in the video. But definitely don't try it. The lo-down appears to be that foreign residents need to obtain the Kenyan eTA online visa and pay $32.50.     Looks very similar to the resident cards here in Taiwan, even the same shade of blue. However, despite modernization, drivers licenses here are still printed on paper! I wonder if that's the same in Rwanda?

      I'm fairly sure the Rwandan one is plastic too. Like the ID card, but red. I'm about to apply for one as you're supposed to when you've been here for a while, but I usually don't drive here so I never did. I'm learning to ride a motorbike though, so I'll fill out the form and we'll find out.

    Good info. What about doing a post on Drivers license. When you are in RWANDA more than a year, I understand that you need a RWANDAN DL.

      I'll add it to the video list. I think I might need to apply for that myself, so we can all do it together 😄 I always shied away from it because it used to be 50,000 francs. I've just done a quick Google and it looks like they might have dropped that fee? No mention of it on the website: tinyurl.com/5257se9b or the form: tinyurl.com/8wmezdut If that's the case, I should get on with it really.

      That's interesting. There's a form you can download and send to the police that doesn't mention paying 50k, but there's a link to Irembo which does require 50k. As with most online systems, it's pretty confusing. I might look into it further when I've got the energy.

    One thing that I would wanted to know is that,if you have stayed all that long in Rwanda,why didn't they give you a real local ID,coz I think you said you stayed a decade and half or sth.so I wondered why you still have the foreigner ID.

      That is an interesting question. I am a foreign resident, so I have to renew my passport every two years (or every year if Immigration feels like it). When I first moved back to Rwanda in 2014, you used to be able to claim permanent residency after five years, like you can in European countries. That was originally my plan, but the year I became eligible, they upped the threshold to ten years. I tried not to take it personally 😉 But then when I became eligible to apply for permanent residency at ten years, I went in to talk about it, and by all accounts it really isn't that simple. It's all a bit cloak and dagger, meaning no one will tell you the exact rules for applying. If you try to apply, it's more money than a standard visa application, and you don't get the money back if you are rejected. I was advised not to apply unless I was employing people. It seems that is one of the criteria for successful permanent residency. So, yes, I would absolutely love permanent residency, but it doesn't look like I'll get it any time soon. The only other way is to apply for nationality, and that is not something I want to do at this point.

    What about for insurance? Can we get health insurance with a foreign ID card?

      I am actually doing a video on health insurance in a couple of weeks. You can sign up for mutuelle de santé with an ID card, but you're going to want a bit more than that.
      Almost everyone I know uses Old Mutual (formerly UAP). You can choose full cover or in-patient only with them, they give a discount the longer you're with them, and they cover moto travel, which many don't. More to come on this soon. If it's urgent, pop into the Old Mutual offices in Grand Pension Plaza. Not to sound like a poster child for UAP, but there ain't that many places to choose from with any service here and they are pretty comprehensive and straightforward. Might also be worth joining a group like Expats in Rwanda and asking what everyone else is using.
      There are also international insurance companies like Genki who offer pay-per-month nomad insurance. My decision this year is whether to stick with Old Mutual or switch to Genki. I’ll be comparing the packages.
