Rwanda is now a business hotbed so I suggest that a certain immigration levy be granted to those who invest a certain amount of money. For example someone investing $50 upwards should automatically get a residence permit. This is what other countries like the United States used long ago to attract top business tycoons from around the world especially Chinese. Some businesses barons just hate the hassle of having to apply for visas, fill out forms etc. They just go to other countries.

It's wise, as long as Rwanda is making appropriate checks at airports and being appropriately strict. For example when there was an Ebola outbreak in North West Africa, a country should should make sure not to admit travellers anyhow. Having said that, Rwanda is definitely leading in innovation. Recently travelled to Mozambique and it was utterly ridiculous how they handled their visa procedure. Had to apply for a visa I think about 6 months in advance of travel, upon arrival at airport we queued up for more than 60 mins at the check-out gates, and the problems went on and on.
