The Doctor continuously sticks to earth because it is the closest race he can associate with after the whole, destruction of Gallifrey disaster. It doesn't make it boring... It makes it relatable and interesting to see the Doctor and his companion travel backwards and forwards in time... It's fun to watch.
Also in an episode of Sarah Jane they elude to the fact the 12 regen total is scrapped. Plus, there could be more currently unknown effects from River giving up all of her regenerations to him in germany.

He didn't cancel the regeneration, he just postponed it. And even if he did, it's still a CANCELLED regeneration, hence, not an actual regeneration. Also, River's wrist shortened his lifespan, but didn't count as one. A regeneration is when he /regenerates/, not just expends some of his regeneration energy. But props to you, that's well thought out. Not bad.
I've just had this really amazing idea: The BBC can get all these snippets and behind the scenes footages, and splice them all TOGETHER into one half-hour long "programme". Bear with me, I'm onto something here... They can broadcast this "programme" on, say, BBC THREE, ooh I don't know, maybe every Saturday evening after Dr Who finishes on BBC ONE. And they can call this "programme" something like, erm, ah, I don't know. Something like "Dr Who: Confidential". What do you think?

No, you people don't understand. When River gave the regeneration, it was simply to revive him, it wasn't an extra set of regenerations. Once you use a regeneration, you can't bind it to another object. River may have lost a regeneration but the Doctor didn't gain one

But their is an interview with Moffat where an audience member asks him about the regenerations, and he says when they get to the 13th regeneration - they'll just make something up. The writing, actors and production team change regularly - there are bound to be continuity issues. But, you're naive if you think the BBC would lose revenue just for continuity.
I fully accept this blindly and willingly. Every time I think of Matt as the 11th doctor it makes me cry. Because that means we only have 1 or 2 more Doctors to go and then it's all done. So I fully accept this.
An interesting loophole is that the current doctor was brought into existence from the memories of Amy in "The Big Bang" which could feasibly have reset the regeneration count.. On the subject of The Master, I think I remember that he was given extra regenerations during the Time War though I cannot remember the reasons for this. Also in "Let's Kill Hitler", River brought the Doctor back by sacrificing all her remaining regenerations - does he get to keep those?
Even if the production wish to limit the number of regenerations the Doctor actually has ie.12 there are numerous examples of this rule being broken. Eg. Master was resurected for the time war. Rassilon never died. It was also hinted that the Sisterhood of Karn had given the secret of immortality to the time lords. The Valyard is a version of the Doctor from somewhere between two later incarnations (what ever that means.) IMHO the last doctor will die only when there are no more stories to tell.

And in the 80s there was a plan to have the Doctor be the third creator of Time Travel, 'the Other', who once Omega and Rassilon wanted to harm, jumped into a Loom and was recreated into the Doctor. If its true then 12th doctor will be last because: 1)remember that Tennant used quite a bit of regeneration energy after getting hit by that dalek. And 2)Matt used some to heal river(the angels take Manhatten episode). Ok you people need to understand something. Remember the pocket watch that the Doctor had in the episode 'The Blood Family'? That contained the memory of ALL his regenerations. Now imagine a clock, clocks have 12 points. A Doctor regeneration for each point, meaning 12 points, 12 Doctors. John Hurt is hidden underneath the face of the clock, the part of the clock that no-one cared about, no-one knew about. You can't add points to the clock (The same way River didn't literally give regenerations)

No there is a limit because the Doctor told Amilia Pond after she brought him back to life that she had blown all her remaining regenerations to save him. The way he talked there is clearly a limit. Though in all fairness it was originally 6 then they just kept expanding it every time the Doc hit the limit.
