This GPU has a GF108 graphics processor so it's essentially a GT430 or perhaps GT730 (Fermi), albeit with slightly lower clock-speed (660 vs. 700MHz).
I myself used to have a GT440 (same GF108 albeit clocked at 810MHz) and the biggest problem with that graphics processor is the sparse 4x render units, which is why FSR is struggling to offer any meaningful performance uplift here as the card itself is severely ROP bottlenecked.
Not bad at all, given the circumstances.

Yes these old GPUs get limited by the FSR overhead but even here 75% FSR is a good option to have.

Well did it work out with the HD7950? I had a HD7850 2GB back in the day and was playing GTAV on it.

Strange how you got FSR working on Fermi, my M6500's Quadro 5000M doesn't seem to like FSR.

Strange but FSR does have some driver requirements that AMD did not support on all Fermi cards

FSR really isn't going to help with games like GTA5 because the bottle neck is CPU, not GPU.

Depends a bit, at 4K your GPU will be stressed even with that old game. On my older laptop here the bottleneck is the GPU but the FSR overhead it limiting its usefulness.

There are more powerful Ivy bridge I7s for extra performance, plus coreboot to overclock ram among other things.
