home depot sells stucco with a few different colors. Not sure if there would a color for a base coat, but for a finish coat you can definitely use colored stucco.
Ideally the base coat is fully cured (about 30 days ) before applying finish coat. But don't take my word for it. I am a painting expert not stucco expert. Go with your stucco contractor recommendation.
What are the benefits of the top coat? You mentioned one or two things. Also, I see you’re in Phoenix. I’m in Nevada! Hey! About how long should one wait between two coats? You said it was warm. But those of us I’m Arizona and Nevada know that 100 is warm. I don’t want it to dry too fast I’d I decide to do this.

About your second question that nobody answered. I’m no pro but I can say it’s best to water proof the backside. Depends also hood the core is filled with concrete and how much rain / water gets to other side. If it’s a retaining wall then I’d say absolutely waterproof the back side. I just did mine. And am now going to stucco the front side. Black mold can build up and show eventually.
After watching a few videos on youtube it looks very fast but also very messy. We are a painting company and unless you are a stucco company that has a high volume of stucco jobs i do not think it is worth buying.

Does stucco protect against water? My cinder blocks are disenegrating from my sprinklers. Also, do you fix stucco? I have a few dents/2 holes on house stucco. I'm in Phoenix.

Paint stripper or sand blasting to remove the paint.
I would use surface bonding cement if you have a painted block wall.

Will this technique work for a brick firepit? Could the same paint be used/
technique should work. as far as materials (stucco/paint) you would need something that is heat resistant.
