When it begins the wind down the jiggle stops. Out of balance rotor is not what's wrong or it would have jiggled the entire wind down. Only when the motor was energized the siren jiggled. Has me stumped... I would say torque of the motor but idk.
If you took notice to the birds nest at the bottom left that got sucked up and blown out the top right of the siren during it's peak, that may be what caused the dis-balance. Though, I'm not an expert.
