I recently played a game as Pachacutec on Emperor and my science snowballed ridiculously fast - mainly because barely anybody else build a campus (!!!). When I got the science victory on turn 282, I made more than 1000 science per turn. Chandragupta came second place, with a whopping 300 science per turn. Nobody on my starting continent had build a campus the entire game, and all their science was from policies, city-states or Pingala. In another game, Victoria had bought a Great Prophet, but she neither had a holy site nor Stonehenge. So she just kept them inside of her city until the end of time. That's more than ridiculous.
