The CSOV was updated in a technical bulletin. The updated pivot doesn’t have a nut on it. Looks like the one you bought second hand is the one with a nut that causes issues.
If there is exhaust gas coming out from oil refilling plug with noticeable pressure, then you need to fix vacuum system. High pressure of the exhaust gas causes oil to find weak points and spill out. Turbos for example. As said before, make a video with cap off after idling for 3 minutes on hot engine

Tip for apprentice Pat - clip the oil filter into the cap and then screw the cap into the filter housing. Great video as usual!
That metal pipe going up from the sump goes to the vacuum pump I believe.
