Dividing henan to dongting lake,is too risky where water level is equal,,if it's sealed then the lakewater goes up,,meaning it's a lake with no more outlet, water level then reach that road, what's the use of sealing it,,since reservoir continuously releases it's spilled water!

They’re good in building artificial Islands. A country without God, this happens, expect more worst natural disasters.

btw floods have always been common in china's history: 1887 Yellow River floods: One of the deadliest floods in recorded history, with estimates of deaths ranging from 900,000 to 2 million. It was caused by the breach of dikes in Henan Province.
1931 China floods: Devastated the Yangtze River basin, leading to between 1 to 4 million deaths. It is considered one of the deadliest natural disasters in history.
1841 Yellow River floods: Caused by the breach of dikes in Shandong Province, resulting in approximately 1 million deaths and significant changes to the river's course.
1959 Yangtze River floods: Occurred due to heavy rainfall and the failure of dams and levees, exacerbated by the policies of the Great Leap Forward. It caused widespread devastation and displacement of millions.
1938 Yellow River flood: Deliberate breaching of dikes by the Nationalist government during the Second Sino-Japanese War to impede Japanese troops, leading to massive flooding and displacement.
1642 Kaifeng flood: A major flood of the Yellow River that inundated the city of Kaifeng in Henan Province, leading to significant loss of life and destruction.
1849 Yellow River floods: Another major flood event that affected the Yellow River basin, causing widespread devastation and loss of life.
1954 Yangtze River floods: Caused by heavy rainfall, leading to severe flooding in central China, particularly in the Yangtze River basin.
