We had pre season scrimmages in highschool. Mostly with schools around us. Different divisions but pre season it didn't matter you could be a 1A school and have a 7 v 7 with a 6A. They were always problems. Hell I got into it with a couple guys one year. The whole playing dirty thing definitely plays into effect. There aren't any referees. Obviously high school football compared to NFL is two different things but I can see why you would say and why there are problems because I know I kind of know what you're talking about.
