It's somewhat comforting to see I'm not the only one with this issue. A company called Car & Truck Remotes sent me a fob with these exact instructions, the fob goes into programming mode ( door locks & unlocks) but will not complete programming when I hit the button on the new remote. The company sent me a different fob, same results. This company has really done everything they could do, just today they sent me 2 new fobs and again, same result i.e. goes into programming mode but won't complete it. I'm wondering if taking this issue to a locksmith will help or just add to my costs and frustration.
Doesn’t work for me either. I have two working FOBs. One just cracked. I bought a new one to replace the cracked one. I’m gonna keep that cracked one as the spare instead and send the new one back. This absolutely does not work. EXTREMELY frustrating!
I have a 2011 Mercury Grand Marquis and had to turn the ignition on and off 8 times to get it to enter programming mode. Other than that the process was identical to this. Also my fobs were the ones off of Amazon, not Ford OEM.

Tried this on 2001 Crown Victoria owners manual and programmed 4. If it going into programming mode, it should work for any of the different procedures OWNERS: To reprogram the transmitters yourself, place the key in the ignition and turn from 2 (LOCK) to 3 (OFF) and cycle between 3 (OFF) and 4 (ON) four times in rapid succession within 3 seconds. After doors lock/unlock, press any control on all transmitters (up to four). When completed, turn the ignition to 3 (OFF). All transmitters must be programmed at the same time.
Sorry about the time thing in the start of the video... No clue what happened there. Couple messups I had in this video.... Its not remote start... Just a unlock lock key fob.

This only works for an aftermarket or OEM remotes. If you have a universal remote (like xhorse) you need to have another remote working to either clone from it or add it onboard.
I have a 2010 GMarquis and mine doesn't work. Did it several times. Came back to watch again and read below about doing it faster. Still doesn't work. I am having issues with some type of relay having to do with the AC and one other that I can't remember. Could something like that interfere with this process or a fuse or something? Forgive me if I'm asking dumb questions... I'm a girl.🥴

I just bought a CVPI that had the FOB with just lock and unlock. I've tried several times to program the multi fob with the trunk button. Won't cycle after turning the ignition four times. The existing fob only works about 1/4 the time. Place new battery in fob. Any suggestions?

For the 1998 model year programming key fobs was a dealer only process. Model years before and after 1998 could be programmed as this video shows (although some are 8 turns of the key). The dealer only method for 1998 was such an inconveniently bad idea that Ford went back to the method in this video for the 1999 model year. (At least that's why I assume this was only for the 1998 model year.) The workaround is to install a driver door module from another model year. My 1998 Grand Marquis has the door module from a 2004 Grand Marquis and can program key fobs using the method in this video. This new module will also have its own factory keyless code for the keyless entry keypad on your driver door (if equipped). The factory code for your new module will be printed on the module. Take note of that code before you put your door back together so that you can use your keypad (if equipped).
@@jeffreycorner2640 check the battery...might be dead...or theres a bad connection on the fob itself. I have seen that before where the pins on the chip disconnected.

Make sure to have your doors closed and unlocked. Try cycling the key 8 times... The doors should lock and then hit the lock button on the key Fob. See if that works. Let me know

Thats not the remote, thats the keyless module in the door acting ip

You can also use they keypad on the drivers door to program key fob. Type in your factory code, then press 1-2 to go into pairing mode.

Chipped keys usually need a ford dealership to program them to the vehicle

Should be the same process. Aftermarket one should work as long as it's listed to work for that make and model

Possibly the battery may not have power in the fob… that or the car may not have the module for key fob capability

It should just be ready to go. Make sure you have good battery in it though. Sometimes those key fob will sit on the shelfs for a while

It cancels out the originals, so have to do all your key fobs, you can hit any button, but do it fast.

I did it with my 99 it goes to program mode but the keys won’t read
Maybe replace the batterys in the fob.. sometimes they sit on a shelf for to long and loose power from a dead battery
