He killed that poor man. Layed in ICU for 2 weeks with a brain bleed. Died 9 months later from "Parkinsons" but never once showed any symptoms of Parkinsons. He suddenly develops it and dies within a few short months? No that cop killed him.
When they went to book him the Intake officers said he needed to go to the hospital. Huge failure. That cop killed him. For no reason. He attempted to cover, saying he was trying to walk away but he was clearly walking towards the scene, not away from it. At the time he put hands on him. I hope he understands what he did. 😢 not just him tho. Everyone that interacted with him after the intake. He was clearly injured. Spooky behavior.
Wow, I'm a fully grown adult man, and the treatment of this poor man, both at the time of his accident and in the jail afterwards, even when he was before the judge and clearly in need of medical attention, had me in tears! The callous disregard for an elderly human being by ALL involved is despicable!

It's very obvious, so why haven't any of them been charged with the serious crimes that all of this was? Because it's not rare, they do as they please, they break the Constitution every day they go to work. To Protect and Serve... the Administrations.
I've seen many of these videos, I thought I've seen it all, but this case got my blood boiling. From the encounter to jail staff to chief police, arrest them all!
The cop sould, the jail attendant should and the person behind the jail cell arraignment area should be disciplined. He saw that the guy was acting funny, and chose to just let it go to get him OUT of the system so the city would not me be on the hook for their damages. The cops NEVER checked him for alcohol. He was technically operating a vehicle, and IF he was intoxicated that would have been DUI. They HAD the right and ability to do so regardless of the victims will to cooperate. The jail attendant should have insisted he get checked out and again Had the right to do so regardless of the victim's' refusal. He was in custody, and the victim showed CLEAR medical issues. the guy behind the grill knew something was wrong, the jail attendant KNEW AND POINTED OUT HE HAD HIT HIS HEAD!!!!! except HE had not hit his own head the cop had attacked him unreasonably. This entire thing is just another reason to never go to texas, even if just passing through. IT also shows that the cop wanted to write SOMEBODY up for the accident....and used the poor, old grouch as HIS victim. Edit: I responded quickly because what I saw was simply so egregious just impossible to take in ( even though I know it happens all too often in the US) I would totally agree with the below F grade for the police dept, and for the cop I would actually have considered manslaughter. Moreso with his history, but just on the actions in this ONE incident. I also think the family should hire an attorney to file a federal right violations suit. I would very much like to thank Prado for NOT whitewashing this, and trying to do the official line and cover it up. The Police chief and the jail personnel should be CHARGED. This was NOT in their line of duty, nor should qualified immunity apply to this at all. They ignored his rights to the point he died from neglect while in that cities care. I cannot comment on the city, because they do not seem to have reacted until WAY late in the process. I think their hiring of Prado was to put distance between them and the obvious criminal activity of the police THEY are responsible for. Anyway, It is all a sad thing. Sad that the cop is a vicious killer, and that he was allowed to find a new home after discipline in Houston AND that the chief in dickerson covered up a killer's actions. ( and if they want to say...but but but it was an accident and the cop did not mean it. PFFT the guy on the bike was HIT by a car on accident...the cop was deliberate)
The whole department should....here is yet another example of how there's no such thing as a "good cop"....if there was a single "good cop" at that department, they would have done everything in their power to rectify this situation, force out the bad cops, leak the info to the media...anything!!! But thats not what happens, at the most the "good" cops will ignore and thereby enable the bad ones, and at worst they will actively protect them!!! How can anybody claim that "most cops are good" when ALL Cops literally do absolutely nothing about the bad cops right next to them?
It should be a fireable offense unless the officer can show extreme circumstances like being physically attacked, fired on, hit by a moving vehicle, etc. But just walking up to a citizen and copping (ironically) an attitude is totally unprofessional.
Fuck professionalism your rights do not go out of windows just because you have uniform on no one can control people speach. The issue is the moral BS that ppl don't have these days.
He resigned from a being a cop in Houston due to an investigation of misconduct back in 2019, joined the department in Dickinson a year later, then 2 years after that, this incident occurs. He's been a corrupt POS ever since he became a cop in 2018.

I have tears right this very moment as I'm typing this. The inhumane treatment of this elderly man who was just hit by a car is heartbreaking and infuriating. I feel sorry for anyone who comes in contact with this "peace officer" during his work and private life.
Its possible he had this brain bleed at the time of the accident, and effects only just started to kick in. Could also just be possible it was a low speed collision with the car, not leading to any serious injuries. But no one will really know sense well, information hasn't been given by the video.
If the police departments did their jobs correctly that officer would have been on the Brady List a long time ago and not had an opportunity to injure anyone else.
I'm glad that little by little, all this stuff is coming out to light and exposing all of these bad apples... Glad also for the body cams and ppl that are willing to stand for citizens and their rights...
civilian was chill. he just messed up. he tried to help the guy and offered to repair his bike. the guy knew him and it seemed they were on good terms. cops, well would you expect anything else besides attack the victim
And the police are there to "protect & Serve". He hurt / killed a old man because his friends would cover for him. Just think about how many people have had their lives screwed by this psycho.
Why tf should the whole department get fired??? It should just be this cop and admin. Why should other good cops get penalized for one bad apple? What a stupid and ignorant comment.
That judge and the jail attendant are as guilty as the dispicable cop!!! They watched that poor man stumble and fall while in custody and did nothing to get him the assistance he desperately needed!!!!!!
I'm a retired cop and current full-time paramedic in Texas. When a paramedic is called to the scene, they become the on-scene commander. Considering the man's age and the nature of injury, (NOI), I would have done everything that I could do to get him to go to the hospital. These cops are a total insult to law enforcement and public servants.
The victim declined the FIRST offer for medical help, after the massive brain injury, I suspect a SECOND offer was never made. I think the cop lied and continued to pretend it was a simple DUI case, this explains why everyone else in the victim's chain-of-custody treated him as if they were just another DUI. This also protects the officer because less evidence would have been collected, there would be no blood draw and subsequent toxicology report, which could potentially prove the victim was sober. Charging the victim with a DUI not only ensured the rest of the department would look the other way (just another deadbeat DUI, who cares), it was the simplest, easiest, and least incriminating way the officer could cover everything up. It just took one lie, but that lie cost precious time for medical treatment and very likely caused the victim's death. Your thoughts?
@@ExcuseTheSaltImLearning And not the first time I've heard the "we saw him earlier acting disorderly" lie to fake charges. And especially used against someone who 'appears' a certain way.
The Government has no obligation to protect you unless you are in their custody... Gonzales vs Castle Rock The children that went into that Uvalde Tx. School were in government custody..Lawsuit coming
Sorry also a paramedic in Connecticut. The police have command of the scene. We are only in charge of medical care. If the police say stay back from a patient, a rare occurrence, you have to stay back. That being said, I have been in many arguments with law enforcement during the course of my career.
I dunno about 'negligent' - that attack seemed pretty deliberate to me. The cop might not have explicitly intended to kill the guy, but he *_definitely_* wanted to (and did) hurt him. What happened afterwards was the negligent part. The staff at the county jail could *_clearly_* see that he needed medical attention urgently, but they did nothing. They just stood by and watched as his symptoms worsened. Maybe timely treatment might have made a difference to the ultimate outcome, maybe it wouldn't - either way, every single cop and jail official *_UTTERLY_* failed in their duty of care. The way they treated him was practically medieval . . .
You know what else makes you slur your speech, makes you unbalanced and appears like your intoxicated? A SEVERE HEAD INJURY!!! from like idk.... GETTING HIT BY A FUCKING CAR!!! YA if any cop ever needed prison time it would be cops that do this.
@Daxx871xxx WTF? He's stupid for being a VICTIM? Tell me how someone becomes a "stupid victim"? Just curious. So he got accidentally hit by a car, then treated like a criminal by pigs and died of injuries caused by pigs. What part of that interaction was his fault?
The treatment of him from start to finish is utterly disgusting smfh. Every law officer and staff member that came in contact with him needs to suffer consequences and that first officer needs serious jail time. This system is disgusting and despicable
Amazing how a cop could come upon two citizens having a cordial, helpful interaction, then in under a minute proceed to curse at them and treat them like criminals.
@@shawnk8685 I didn't say it wasn't. I'm actually amazed at how common it is, and amazed at how much reading comprehension and proper punctuation has dropped off in recent years.

They had the balls to accuse me of being drunk and they kept pushing it shining those bright flashlights in my face at 2am. These kids looked like they were 20 yrs old, no idea how they let state police in that young. Made me take a field sobriety test in the freezing cold and count to 58 Mississippis on one leg until they realized they were going to catch me slip up. I was compliment the whole time, they looked like they were having fun and being all smiley the whole time. Super weird situation, never felt so uneasy with people before. Honestly I'm a huge cop hater now. Just happened 2 days ago.
A law should be enacted nationwide that automatically cancels Law Enforcement Certification to any police officer that quits while under investigation to prevent him or her from seeking employment in other Police Departments. It saves the taxpayers a lot of money in lawsuits.
Instead of looking for the person who actually struck him on his bicycle. He would rather oppress this guy who is actually the victim. The true definition of a f****** coward.
He committed felony assault AND murder. Didn't matter that time passed before the poor old guy died - the COP is the one that TOOK HIM OUT. I'm so DISGUSTED right now🤮🤬🤬🤬
Nobody talked about the initial collision he had with the car. Basically translates to "We gonna cover this up, and you can't do anything about it."
Inebriated and the results of a head injury can show similar symptoms. The person who injured and then arrested him is responsible for the wellbeing of this elderly man. He is guilty of allowing the harm to escalate. He is a complete fail with extreme prejudice
It makes you wonder whatever happened to the man driving the car/suv that hit the guy on the bike. Bike guy was just asking for some Fix-a-Flat, not even a new tire. RIP
This is so disgusting, this man was just hit by a car. Instead of helping him, you run His name looking for something. Then proceeded to knock the man unconscious while looking for his property. Disgusting
The fact that an officer can be the subject of FIVE internal affairs investigations and not a single one leads to anything really speaks to what a nothing burger these "preventative measures" against bad actors within the force are.
The entire department is rotten to the core. Everyone knows the symptoms of a concussion, so to leave a 65 year old man in clear need of an immediate hospital trip alone locked in a room all night is tantamount to attempted murder.
Thank you for shining a light on these abuses of people by people supposedly assigned the job of protecting and serving. What a sad country we live in...
This breaks my heart. It’s absolutely disgusting that no cop or anyone at the jail stopped and said “this guy needs help”, they all treated him like an animal. His blood is on all their hands.
I can’t fully articulate how horrible I feel about the way this poor man was treated. The cop spoke to him like he wasn’t a human being who is deserving of compassion and respect. He needs to be fired immediately!
I agree. They are so used to dealing with scumbags who do nothing but lie, so their first instinct is that he faking it. The job makes them cynical and indifferent.

How come every time I need a cop for something (stolen car, burglary) I have to wait hours for them to show up (because they’re “very busy right now”), yet they have time to detain, harass and beat up an obviously harmless old man who’s only crime was being hit while riding a bicycle?????
Standard police rulebook: Gotta arrest the victim to protect the thin blue line perpetrator from being held accountable. Cop needs to be put in jail on assault charges.
The irony of the cop telling him he isn’t getting a million dollars, and then bouncing his head off the concrete for no reason, opening up a substantial claim for a lawsuit is crazy.
Almost the first thing out of the cop’s mouth was dropping the F-bomb on the citizen. (They have carte blanch to use fighting words when engaging citizens. A big intentional escalation tactic, as well as the sit on the ground BS. It is telling that in so many of these videos you hear officers telling a citizen to shut the f-up. That’s because they don’t want statements that may be exculpatory and to the citizen and also he incriminating for the officer to make it to the body camera. And that is why it is common for these bad actors to mute the camera recording). This so called peace officer, after committing an aggravated assault against a 65-year old, is subsequently hired by another police department. And none of the other public morons were held accountable for their misconduct in this case. This whole thing was an example of what evil public corruption is.
Exactly. Mr Schurlock was just looking for him things from the accident then the brutalization started. Well actually it was the first F bomb the cop yelled at him.
This guy murdered someone, then his department interviewed him and ONLY him; then concluded that they did nothing wrong and gave him a promotion? I've rarely felt so angry.
Zero reason for the cop to get hostile at the victim. Even worse? How the police staff treated the old man and refused to give him any medical treatment. Just said he’s drunk with no evidence!!

This is absolutely sickening . THIS IS MURDER. This was needless. He escalated this innocent situation. Just started cursing at him. Then the investigation was even more sickening. How can the citizens of this area be ok with this?
Citizens are perfectly OK with this, in fact this is what most of them want. Look at how many of them try to destroy Jeff Gray who is standing on the sidewalk with the sign "god bless".
This is how the police operate in every city in America. The fact the majority of the public still believe the police are there to protect and serve is beyond me. Even the Supreme Court ruled that police has no obligation to protect or to serve. Police are simply there to do the bidding of corrupt politicians and the entire system is setup to confiscate more money from We The People to keep Judges Cops and DAs employed at our expense.
What can the citizenry truly do? Lol, vote? The State has a monopoly on violence plus the near unlimited resources to back it up.....and there's not much if anything that can be done about except bend the knee.
Exactly! There is no other profession on earth where a person would talk to the people they serve like that and not be immediately fired. He should have been fired just for that. But of course the PD tries to cover it up, and that’s our problem with police these days. Any time there is an internal investigation, it should be done from an outside source. It makes 0 sense.
That struck me as rude and unprofessional. That was so out of left field and uncalled for because he got his big ego hurt for the man questioning his authority. There's no other job where you can talk to people like that.
You let the driver go but harrass the innocent man who was HIT BY THE FUCKING CAR? What an unbelievable pos. RIP to this poor man, it broke my heart to watch him suffering when no one cared and to hear he died.
Someone is always going to die when the people hire a cop who quite apparently hates his job. If the subject was black they'd would have atleast brought up his criminal record. He should have complied.
It's because one of them was clearly impoverished. Cops, being the jackboots of the capitalist state they are, can't stand poverty as they view the poor as contemptuous and failures.
There were red flags on that cop a long time before he did the damage to that poor old guy, but I’m glad the family followed it up and it was reinvestigated. It’s very sad
A decade ago working in a psychiatric facility the police brought a man in in a similar situation saying he was acting psychotic and resisting though the man had no history of mental illness- upon my examination I noticed one of his pulpils was blown out- we had him immediately transported to the hospital and he was then airlifted due to a brain bleed that required immediate action and surgery - if we had listened to the officers assessment there is a good chance he would have passed away as well- head injuries are no joke and watching those videos it is clear that poor man was murdered- I hope he his family pushes for justice and accountability- thank you for your breakdowns Audit- your work is incredibly valuable-

Every cop who had any interaction with him from the time he was brutally assaulted until he was out of police custody needs at least 40 years of prison, as well.
He isn't seeing that money. The man is dead so it didn't age at all. Scurloch died misunderstood and unable to have a voice to speak for himself and articulate what happened during his encounter. He will never know that justice is being carried out and he will never know if at all, that his family is able to be compensated for his suffering. He will furthermore never know why that officer decided to act the way he did, or why the PD decided to be indifferent when he clearly was trying to articulate that he wasn't feeling okay. There is no positive to this situation. He died like a dog and it was covered up by multiple staff and uniformed officers. The only potential positive is that his family gets to profit from his death. Questionable whether that's a positive.
If a cop died months after an altercation that caused a head injury, they'd have gotten an autopsy "made to order" to support a manslaughter charge. The D.A. gets a 'C,' not a commendation.
Yup, considering it's actually happened. If you haven't, look up the young man in Florida being charged for some fat out of shape cops heart attack and subsequent death. Virgilio Aguilar is his name, the victim, and I don't really care to share the cops name. He doesn't deserve to be remembered.
How? How can you severely injure a VICTIM of an accident?? And then proceed to falsely accuse him of public intoxication??? WTF???? I can't believe the kind of people they give a gun and a badge to. And apparently, the entire police department is corrupt!!!!!!!! ARE WE TIRED OF THIS CRAP YET????
The other crazy part is cops can get in trouble in one city, leave that department, and go to a different city and work for a different department because they "retire" before being fired. Most of the time the chief gives these officers enough time to "retire" and find a new department.

Edit: I responded quickly because what I saw was simply so egregious just impossible to take in ( even though I know it happens all too often in the US)
I would totally agree with the below F grade for the police dept, and for the cop I would actually have considered manslaughter.
Absolutely.
He was indicted, so it is possible.
Any LEO who starts using foul language to a citizen has definite problem.
Exactly, very unprofessional and is the clue to many problems that this cop has. Needs to work at a fast food chain.
It should be a fireable offense unless the officer can show extreme circumstances like being physically attacked, fired on, hit by a moving vehicle, etc. But just walking up to a citizen and copping (ironically) an attitude is totally unprofessional.

This is sad. 👎👎

This cop should’ve been arrested and charged with negligent homicide

They're not, they have no choice and or don't even know. There is zero accountability anywhere in America. Accountability is the EXTREME exception.
Immediately knew that this guy was on a power trip when he went straight to cursing at the guy when he asked what the officer said 😢
Ya, not a great sign...
And then the poor man DIED.
Exactly. The guy was just hit by a car. And could possibly be deaf. But nah, the cop couldn’t possibly just repeat himself louder & slower.
This is the level of competence you can expect from your Government.

A decade ago working in a psychiatric facility the police brought a man in in a similar situation saying he was acting psychotic and resisting though the man had no history of mental illness- upon my examination I noticed one of his pulpils was blown out- we had him immediately transported to the hospital and he was then airlifted due to a brain bleed that required immediate action and surgery - if we had listened to the officers assessment there is a good chance he would have passed away as well- head injuries are no joke and watching those videos it is clear that poor man was murdered- I hope he his family pushes for justice and accountability- thank you for your breakdowns Audit- your work is incredibly valuable-
Finally somebody that tells it like it is... That man was murdered!
.. Plain and simple..😠
100% agree for the cop to go to prison.who agrees?
Aye
The whole department should....here is yet another example of how there's no such thing as a "good cop"....if there was a single "good cop" at that department, they would have done everything in their power to rectify this situation, force out the bad cops, leak the info to the media...anything!!!
But thats not what happens, at the most the "good" cops will ignore and thereby enable the bad ones, and at worst they will actively protect them!!! How can anybody claim that "most cops are good" when ALL Cops literally do absolutely nothing about the bad cops right next to them?
Aye aye. The man died. Life in prison.
Hell yes !
Hell yeah.
This poor poor man. He was walking FINE before the “arrest” and the officer KNEW IT. He HAS TO KNOW he did that to him.
Literally sicken, what that officer did and then how they subsequently treated him. I'm sitting here actually feeling a bit sick to my stomach watching that jail footage.
Just the previous day he was acting like a perfectly normal old man, before the officer attacked him. Now he's stumbling around with no balance, slurred speech, partial loss of function in his hands. He didn't get drunk WHILE IN JAIL. That change in behavior is a direct result of the damage that officer did to his brain. It's just....horrible.
Did he really need a “tactical take-down move” for an elderly man who was just struck by a truck while riding his bicycle?!!! Absolutely disgusting behavior! That so called cop should have never been given a badge and gun!
Rookie okkie cookie behavior.
Guy probably dumber than a brick. Weaponize ignorance.

"Sit on the curb" is not a lawful order, especially when the person is not detained, under arrest, or suspected of a crime.
It's a cops way of showing his superiority over a person. Sit on the curb, get on your knees, lay on your stomach, are all the phrases bad cops use for insulting criminals and innocent persons alike.
A pig telling you to "SIT" has got to be one of the most degrading things a pig can tell you to do.
It shows their inhumanity.
It's never lawful period
This one is hard to watch. Completely outrageous conduct by the police. This man didn't deserve this.
The police treated this man with no dignity and showed no concern for his well-being after being the victim of an accident. Disgusting
this oldman didnt even call the thugs and just wanted to go home and still was brutalised by them
The fact that the 1st thing he did was call for a ambulance spraks volumes. He knew how much he hurt that guy.
He was out. 21:14 . His head may have even hit the curb. Absolutely sickening.
I am starting to suspect they have instructions to "get rid" of homeless people, that's where we are in 2024.
He survived the crash, but didn't survived the police encounter.
Many have survived wars but couldn't survive pig encounters.

The cop's supervisor and everyone else that covered up the bad cop's actions. They all should be in jail.
They’re basically classmates and personally knew each other for long time. Of superior would help him get out from this water dry and safe. Another part of the problem what no one want a supervision and media attention to them departments. But I’ll tell you that-in Russia, my mother land situation way way worse
If a civilian did this and had friends with them, every single one would go down for murder or manslaughter. This is the disgusting truth about the double standard that exists between cops and civilians. I used to have hope that they weren't all bad, but since they ALL just watch this crap happen and do nothing about it, that makes them ALL just as bad as this pos cop.
imagine having the easiest cop stop, in which all parties are ok and help eachother and want to move on, this cop says "no, lets make things much worse."
Privatized prisons aren't going to fill themselves.....
Anything for an arrest or to write a ticket so it looks better on his record and he might get a promotion or raise
The cop should go to prison for what he did. He killed that man
Every cop who had any interaction with him from the time he was brutally assaulted until he was out of police custody needs at least 40 years of prison, as well.

The “I need a million dollars” and “well that aint gonna happen” aged like fine wine. That family is getting a BAG
Yep, and no college fund for the kids of the cop. Isn't life a bitch?
AtA licks boots whenever he can
I am glad the officer was charged with official oppression and other charges, but was disappointed that manslaughter wasn't one of the charges.
Total incompetence! You don't need the Consitution to see it.
"Charges still pending" class 3 felony and he wont spend a day in jail. The system is fucked.
Happening in LA and NYC all the time.
But Texas. Wow, smh.
This cop is dangerous to the community he needs to be in jail and sued
I love the police, support the police, have cops in my family. But I absolutely DEPLORE tyrants and corruption. God will judge all involved though.
