    He killed that poor man. Layed in ICU for 2 weeks with a brain bleed. Died 9 months later from "Parkinsons" but never once showed any symptoms of Parkinsons. He suddenly develops it and dies within a few short months? No that cop killed him.

      When they went to book him the Intake officers said he needed to go to the hospital. Huge failure. That cop killed him. For no reason.
      He attempted to cover, saying he was trying to walk away but he was clearly walking towards the scene, not away from it. At the time he put hands on him. I hope he understands what he did. 😢 not just him tho. Everyone that interacted with him after the intake. He was clearly injured. Spooky behavior.

    Wow, I'm a fully grown adult man, and the treatment of this poor man, both at the time of his accident and in the jail afterwards, even when he was before the judge and clearly in need of medical attention, had me in tears! The callous disregard for an elderly human being by ALL involved is despicable!

      The cop sould, the jail attendant should and the person behind the jail cell arraignment area should be disciplined. He saw that the guy was acting funny, and chose to just let it go to get him OUT of the system so the city would not me be on the hook for their damages.
      The cops NEVER checked him for alcohol. He was technically operating a vehicle, and IF he was intoxicated that would have been DUI. They HAD the right and ability to do so regardless of the victims will to cooperate.
      The jail attendant should have insisted he get checked out and again Had the right to do so regardless of the victim's' refusal. He was in custody, and the victim showed CLEAR medical issues.
      the guy behind the grill knew something was wrong, the jail attendant KNEW AND POINTED OUT HE HAD HIT HIS HEAD!!!!! except HE had not hit his own head the cop had attacked him unreasonably.
      This entire thing is just another reason to never go to texas, even if just passing through. IT also shows that the cop wanted to write SOMEBODY up for the accident....and used the poor, old grouch as HIS victim.
      Edit: I responded quickly because what I saw was simply so egregious just impossible to take in ( even though I know it happens all too often in the US)
      I would totally agree with the below F grade for the police dept, and for the cop I would actually have considered manslaughter. Moreso with his history, but just on the actions in this ONE incident.
      I also think the family should hire an attorney to file a federal right violations suit.
      I would very much like to thank Prado for NOT whitewashing this, and trying to do the official line and cover it up. The Police chief and the jail personnel should be CHARGED. This was NOT in their line of duty, nor should qualified immunity apply to this at all. They ignored his rights to the point he died from neglect while in that cities care.
      I cannot comment on the city, because they do not seem to have reacted until WAY late in the process. I think their hiring of Prado was to put distance between them and the obvious criminal activity of the police THEY are responsible for.
      Anyway, It is all a sad thing. Sad that the cop is a vicious killer, and that he was allowed to find a new home after discipline in Houston AND that the chief in dickerson covered up a killer's actions. ( and if they want to say...but but but it was an accident and the cop did not mean it. PFFT the guy on the bike was HIT by a car on accident...the cop was deliberate)

      The whole department should....here is yet another example of how there's no such thing as a "good cop"....if there was a single "good cop" at that department, they would have done everything in their power to rectify this situation, force out the bad cops, leak the info to the media...anything!!!
      But thats not what happens, at the most the "good" cops will ignore and thereby enable the bad ones, and at worst they will actively protect them!!! How can anybody claim that "most cops are good" when ALL Cops literally do absolutely nothing about the bad cops right next to them?

      It should be a fireable offense unless the officer can show extreme circumstances like being physically attacked, fired on, hit by a moving vehicle, etc. But just walking up to a citizen and copping (ironically) an attitude is totally unprofessional.

      He resigned from a being a cop in Houston due to an investigation of misconduct back in 2019, joined the department in Dickinson a year later, then 2 years after that, this incident occurs. He's been a corrupt POS ever since he became a cop in 2018.

      Its possible he had this brain bleed at the time of the accident, and effects only just started to kick in.
      Could also just be possible it was a low speed collision with the car, not leading to any serious injuries.

    I'm a retired cop and current full-time paramedic in Texas. When a paramedic is called to the scene, they become the on-scene commander. Considering the man's age and the nature of injury, (NOI), I would have done everything that I could do to get him to go to the hospital. These cops are a total insult to law enforcement and public servants.

      The victim declined the FIRST offer for medical help, after the massive brain injury, I suspect a SECOND offer was never made. I think the cop lied and continued to pretend it was a simple DUI case, this explains why everyone else in the victim's chain-of-custody treated him as if they were just another DUI. This also protects the officer because less evidence would have been collected, there would be no blood draw and subsequent toxicology report, which could potentially prove the victim was sober. Charging the victim with a DUI not only ensured the rest of the department would look the other way (just another deadbeat DUI, who cares), it was the simplest, easiest, and least incriminating way the officer could cover everything up. It just took one lie, but that lie cost precious time for medical treatment and very likely caused the victim's death. Your thoughts?

      Sorry also a paramedic in Connecticut. The police have command of the scene. We are only in charge of medical care. If the police say stay back from a patient, a rare occurrence, you have to stay back. That being said, I have been in many arguments with law enforcement during the course of my career.

      I dunno about 'negligent' - that attack seemed pretty deliberate to me. The cop might not have explicitly intended to kill the guy, but he *_definitely_* wanted to (and did) hurt him.
      What happened afterwards was the negligent part. The staff at the county jail could *_clearly_* see that he needed medical attention urgently, but they did nothing. They just stood by and watched as his symptoms worsened.
      Maybe timely treatment might have made a difference to the ultimate outcome, maybe it wouldn't - either way, every single cop and jail official *_UTTERLY_* failed in their duty of care.
      The way they treated him was practically medieval . . .

      I never understood the cop hate, but just got my first ticket in 7 years of driving to song young dumb crooks making shit up about my speed, etc. I always drive safe, always super alert, I know what I was doing. They had the balls to accuse me of being drunk and they kept pushing it shining those bright flashlights in my face at 2am. These kids looked like they were 20 yrs old, no idea how they let state police in that young. Made me take a field sobriety test in the freezing cold and count to 58 Mississippis on one leg until they realized they were going to catch me slip up. I was compliment the whole time, they looked like they were having fun and being all smiley the whole time. Super weird situation, never felt so uneasy with people before. Honestly I'm a huge cop hater now. Just happened 2 days ago.

    A law should be enacted nationwide that automatically cancels Law Enforcement Certification to any police officer that quits while under investigation to prevent him or her from seeking employment in other Police Departments. It saves the taxpayers a lot of money in lawsuits.

      Nobody talked about the initial collision he had with the car. We don't know if he hit his head on the car or roadway, if so may have already had trauma before the cop body slammed him into the ground, striking his head, again.     Almost the first thing out of the cop’s mouth was dropping the F-bomb on the citizen. (They have carte blanch to use fighting words when engaging citizens. A big intentional escalation tactic, as well as the sit on the ground BS. It is telling that in so many of these videos you hear officers telling a citizen to shut the f-up. That’s because they don’t want statements that may be exculpatory and to the citizen and also he incriminating for the officer to make it to the body camera. And that is why it is common for these bad actors to mute the camera recording). This so called peace officer, after committing an aggravated assault against a 65-year old, is subsequently hired by another police department. And none of the other public morons were held accountable for their misconduct in this case. This whole thing was an example of what evil public corruption is.

    A decade ago working in a psychiatric facility the police brought a man in in a similar situation saying he was acting psychotic and resisting though the man had no history of mental illness- upon my examination I noticed one of his pulpils was blown out- we had him immediately transported to the hospital and he was then airlifted due to a brain bleed that required immediate action and surgery - if we had listened to the officers assessment there is a good chance he would have passed away as well- head injuries are no joke and watching those videos it is clear that poor man was murdered- I hope he his family pushes for justice and accountability- thank you for your breakdowns Audit- your work is incredibly valuable-

    Literally sicken, what that officer did and then how they subsequently treated him. I'm sitting here actually feeling a bit sick to my stomach watching that jail footage.
    Just the previous day he was acting like a perfectly normal old man, before the officer attacked him. Now he's stumbling around with no balance, slurred speech, partial loss of function in his hands. He didn't get drunk WHILE IN JAIL. That change in behavior is a direct result of the damage that officer did to his brain. It's just....horrible.

      He isn't seeing that money. The man is dead so it didn't age at all. Scurloch died misunderstood and unable to have a voice to speak for himself and articulate what happened during his encounter. He will never know that justice is being carried out and he will never know if at all, that his family is able to be compensated for his suffering. He will furthermore never know why that officer decided to act the way he did, or why the PD decided to be indifferent when he clearly was trying to articulate that he wasn't feeling okay.
      There is no positive to this situation. He died like a dog and it was covered up by multiple staff and uniformed officers. The only potential positive is that his family gets to profit from his death. Questionable whether that's a positive.

    How? How can you severely injure a VICTIM of an accident?? And then proceed to falsely accuse him of public intoxication??? WTF???? I can't believe the kind of people they give a gun and a badge to. And apparently, the entire police department is corrupt!!!!!!!!

      The other crazy part is cops can get in trouble in one city, leave that department, and go to a different city and work for a different department because they "retire" before being fired. Most of the time the chief gives these officers enough time to "retire" and find a new department.

Where was your fucking god when he showed clear fucking signs he’s having a brain bleed in jail and they tell him he just needs to be quite and guides his hand to sign because he couldn’t do it himself? Where was your god when he was in ICU for 2 weeks and police officer lied to doctors? Where was your god when he passed away 9 months later? Your god is awfully quiet for someone being prayed to by millions every day.

      It wasn’t a hit and run. The motorist was there and talking to the police. The messed up part is they let the motorist go and physically assaulted and killed the person who was hit by the vehicle.

      He called in originally saying no medical attention is necessary. Then he would not say out loud that the gentleman was out cold.

    As a firefighter who works with the police almost everyday, I'm bewildered by this. How this could happen? And the fact that a cop essentially murdered this guy with no consequences is beyond words.
