      I dunno about 'negligent' - that attack seemed pretty deliberate to me. The cop might not have explicitly intended to kill the guy, but he *_definitely_* wanted to (and did) hurt him.
      What happened afterwards was the negligent part. The staff at the county jail could *_clearly_* see that he needed medical attention urgently, but they did nothing. They just stood by and watched as his symptoms worsened.
      Maybe timely treatment might have made a difference to the ultimate outcome, maybe it wouldn't - either way, every single cop and jail official *_UTTERLY_* failed in their duty of care.
      The way they treated him was practically medieval . . .

    He killed that poor man. Layed in ICU for 2 weeks with a brain bleed. Died 9 months later from "Parkinsons" but never once showed any symptoms of Parkinsons. He suddenly develops it and dies within a few short months? No that cop killed him.

      When they went to book him the Intake officers said he needed to go to the hospital. Huge failure. That cop killed him. For no reason.
      He attempted to cover, saying he was trying to walk away but he was clearly walking towards the scene, not away from it. At the time he put hands on him. I hope he understands what he did. 😢 not just him tho. Everyone that interacted with him after the intake. He was clearly injured. Spooky behavior.

      The whole department should....here is yet another example of how there's no such thing as a "good cop"....if there was a single "good cop" at that department, they would have done everything in their power to rectify this situation, force out the bad cops, leak the info to the media...anything!!!
      But thats not what happens, at the most the "good" cops will ignore and thereby enable the bad ones, and at worst they will actively protect them!!! How can anybody claim that "most cops are good" when ALL Cops literally do absolutely nothing about the bad cops right next to them?

      The cop sould, the jail attendant should and the person behind the jail cell arraignment area should be disciplined. He saw that the guy was acting funny, and chose to just let it go to get him OUT of the system so the city would not me be on the hook for their damages.
      The cops NEVER checked him for alcohol. He was technically operating a vehicle, and IF he was intoxicated that would have been DUI. They HAD the right and ability to do so regardless of the victims will to cooperate.
      The jail attendant should have insisted he get checked out and again Had the right to do so regardless of the victim's' refusal. He was in custody, and the victim showed CLEAR medical issues.
      the guy behind the grill knew something was wrong, the jail attendant KNEW AND POINTED OUT HE HAD HIT HIS HEAD!!!!! except HE had not hit his own head the cop had attacked him unreasonably.
      This entire thing is just another reason to never go to texas, even if just passing through. IT also shows that the cop wanted to write SOMEBODY up for the accident....and used the poor, old grouch as HIS victim.
      Edit: I responded quickly because what I saw was simply so egregious just impossible to take in ( even though I know it happens all too often in the US)
      I would totally agree with the below F grade for the police dept, and for the cop I would actually have considered manslaughter. Moreso with his history, but just on the actions in this ONE incident.
      I also think the family should hire an attorney to file a federal right violations suit.
      I would very much like to thank Prado for NOT whitewashing this, and trying to do the official line and cover it up. The Police chief and the jail personnel should be CHARGED. This was NOT in their line of duty, nor should qualified immunity apply to this at all. They ignored his rights to the point he died from neglect while in that cities care.
      I cannot comment on the city, because they do not seem to have reacted until WAY late in the process. I think their hiring of Prado was to put distance between them and the obvious criminal activity of the police THEY are responsible for.
      Anyway, It is all a sad thing. Sad that the cop is a vicious killer, and that he was allowed to find a new home after discipline in Houston AND that the chief in dickerson covered up a killer's actions. ( and if they want to say...but but but it was an accident and the cop did not mean it. PFFT the guy on the bike was HIT by a car on accident...the cop was deliberate)

    Officer Kinsley is a disgrace to life itself. The lack of responsibility or awareness. How did he ever get the job? The ineptitude in every sense of the word. He deserves to rot in jail for life.       Its possible he had this brain bleed at the time of the accident, and effects only just started to kick in.
      Could also just be possible it was a low speed collision with the car, not leading to any serious injuries.
      But no one will really know sense well, information hasn't been given by the video.

      @5337kb you used the passive tense when describing the victims injury and didn't fully connect the injury to the death. I was pressing your point further: this cop murdered this man. In some states, the death penalty is still a thing. It's hitting a point where lethal self-defense may be necessary to stop these events from happening. This shit happens way too often.

      He resigned from a being a cop in Houston due to an investigation of misconduct back in 2019, joined the department in Dickinson a year later, then 2 years after that, this incident occurs. He's been a corrupt POS ever since he became a cop in 2018.

    Wow I was in tears after watching this one. There is absolutely no excuse for the way this sweet elderly man was treated. They showed him no respect , no compassion whatsoever. And I’m not a doctor but after viewing all the footage I would conclude it’s not a far stretch to assume that the injuries he received from this corrupt cop along with getting no proper medical treatment and spending the next 24 hrs in jail ( for no reason) without treatment and clearly declining by the hour that this did in fact attribute in some way to his failing health and eventual death. Because as we could see the man appeared in pretty good health and was even able to ride a bike before the corrupt cop slammed him into the concrete giving him a brain bleed. Talk about a failure of the system . This is heartbreaking

    I'm a retired cop and current full-time paramedic in Texas. When a paramedic is called to the scene, they become the on-scene commander. Considering the man's age and the nature of injury, (NOI), I would have done everything that I could do to get him to go to the hospital. These cops are a total insult to law enforcement and public servants.

      The victim declined the FIRST offer for medical help, after the massive brain injury, I suspect a SECOND offer was never made. I think the cop lied and continued to pretend it was a simple DUI case, this explains why everyone else in the victim's chain-of-custody treated him as if they were just another DUI. This also protects the officer because less evidence would have been collected, there would be no blood draw and subsequent toxicology report, which could potentially prove the victim was sober. Charging the victim with a DUI not only ensured the rest of the department would look the other way (just another deadbeat DUI, who cares), it was the simplest, easiest, and least incriminating way the officer could cover everything up. It just took one lie, but that lie cost precious time for medical treatment and very likely caused the victim's death. Your thoughts?

    This poor man the Police Officer assaulted DIED as a result of the assault and also being denied medical care. They attacked, assaulted him, knocked him unconscious, Ignored his obvious injuries and held him in jail till he fell unconscious again. This was more than 2 days after they had assaulted him by the way. In the hospital he was comatose, and died from a brain bleed. Not only had the officer committed assault - it was MURDER and the poor man's life could actually have been saved had they taken him to the hospital after assaulting and falsely arresting him.

      I never understood the cop hate, but just got my first ticket in 7 years of driving to song young dumb crooks making shit up about my speed, etc. I always drive safe, always super alert, I know what I was doing. They had the balls to accuse me of being drunk and they kept pushing it shining those bright flashlights in my face at 2am. These kids looked like they were 20 yrs old, no idea how they let state police in that young. Made me take a field sobriety test in the freezing cold and count to 58 Mississippis on one leg until they realized they were going to catch me slip up. I was compliment the whole time, they looked like they were having fun and being all smiley the whole time. Super weird situation, never felt so uneasy with people before.     The #1 thing that needs to be done to address the horrific nature of policing in general is that EVERY investigation into police actions has to done by an outside agency. That certainly wouldn't be perfect and remove all of the issues involved with police investigating themselves, but it would definitely help. It is laughable that LE entities conduct investigations into themselves/their own members. Absurd. It is like asking someone's mom if the someone should go to jail for X. Perhaps worse, as not only are they protecting their buddies, but they are trying to shield the department/governmental entity that employs them from civil/monetary liability.

      Nobody talked about the initial collision he had with the car. We don't know if he hit his head on the car or roadway, if so may have already had trauma before the cop body slammed him into the ground, striking his head, again. Fun fact, if they spend less than 1 year in prison, they keep their right to own a gun and the right to vote, even though they should have neither and should serve far more time.
