Yes the crank did turn. Also you should use a new bolt for the balancer, you don’t need the install tool or the strap wrench use old bold, tighten with 1/2 in impact. Remove old bolt and install new one, torque to 37 ft. Lbs. Mark one of the points on the bolt, and a spot on the balancer 90 degrees apart. Mark your socket externally with a paint marker and place on bolt with the marks on socket and bolt matching. Use impact to turn to the mark on the balancer.

In the video, you didn't turn it 90 degrees--the pulley turned, not the bolt!
So the hormonic balancer does not have to be in a certain position?
Before pulling hormonic balancer what position should it be in
