Sometimes, people bring excess tobacco at the behest of others for the promise of a small reward. But if every attempt at excess cigarettes were met with a punishing fine (like 10 times the evaded duty plus seizure of the product), that would put the fear of god into potential smugglers.

That Indian guy with his wife was definitely smuggling. Silk Cut is a British brand of cigarettes and they don't have the graphic statutory warnings on cancer that all cigarette brands are required to have on their packs as per Indian law. There's no way he could've purchased them in India under legal means.

What does it matter? Like you saw they don’t have a passport so they only send them out of the port, they will be on a new truck the next day untill it will work and they get in the UK. Just open up all borders because it is useless when a country has no laws to really stop it.

The only time I got stopped at Heathrow, it was when I was traveling from Greece to UK, when I was a Matrox technician, from all the equipment and tools, they seized my fav skrewdriver. Bare in mind that they let me keep all the other tools (including my other skrewdrivers) . I was so distraught, since it was they only good proper magnetic one. Something about length I think... Or they really liked my skrewdriver! 😌
