I have a Optiplex 745 and I already did some upgrades on it like I upgraded the processor to a Core 2 Duo QX6700 and I bought a MSI 1050ti Low Profile. The performance is great but its missing some looks and this channel has been giving me some great ideas like the plexiglass!!
For a pretty good PC, i dont see why this pc gets so much hate. :3 I love dell's computers and this computer is easily sold on ebay for around 50$ free shipping, And heck, a intel core 2 quad 2.66 ghz is rated better than a AMD A6-7130! Ha! Graphics cards are a little fusturating at first, but after realising what your doing, you'll end up with an awesome pc. Love your build modstek, i would buy it for 3x what its worth to have that xD

did you have to update the motherboard bios for the GPU to work
I always update the bios but you should not have to for the graphics card to work....go into bios and make pcie slot your graphics and put the correct drivers in for your particular card
I have the gtx 1050ti and dell optiflex 760 but I don't know why it keeps crashing on boot up screen do you have any suggestions on how to fix it?

I'm almost finished copying your build: 760 SFF, Q6600, 8G DDR2-800, 2 SSD, DVD-ROM/DVD-RW, MSI 750Ti low profile soon (trying to source this for under $100), Win7 Ultimate, MacOS 10.10.5, 235W PSU. Hardware / Software only, no Paintware!

MacOS is the operating system on Apple Computers - a proprietary system. I got into building "Hackintosh" PCs a few years ago. This is my sixth one - one of which was built for a friend. I usually build sub-$300 PCs with Intel processors and dual boot Windows (currently Window 7) and MacOS (currently Yosemite) on them.
The main advantage, I'd say, is that due to smaller base of users as compared to Windows, It is less of a target for hackers. Thus, there is are fewer instances of malicious software written for MacOS.

the fan connection is proprietary to the motherboard not standard you would have to splice it for a led one.

Get a 750ti(one that doesn't need external power), maybe another 2 gigs of ram(make sure it's the same as your own), and if you have the money get a intel quad core like seen in the video.
NOT FAMILIAR WITH THAT PC BUT I WOULD DEFINITELY PUT MORE RAM IN IT. UPDATE BIOS IF IT HASNT BEEN ALREADY.. AND ADDITIONS WOULD ALL DEPEND ON BUDGET AND WHAT YOUR WANTING TO DO WITH IT..

could you sit the graphics card connected to the pcie riser cable in the case if you had a bigger case?
If it was a bigger case I wouldn't use the riser just put it inside. I was just having fun with the 750 ti there are plenty of low profile graphics card that would fit inside
there is not enough room to connect it to the motherboard but there is enough room in the case to be able to sit it in the bottom of the case connected to the riser cable would this mess the card up?

Find local businesses that are going out of business. I once got an i5 2400 optiplex with 16 Gbs of RAM! (It was a small server apparently) from a business for free! (It helped that I knew someone that worked there lol)

It looks like this graphics card doesn't need power from the PSU. Gets enough just from the motherboard. My 750 ti needs a 6 pin power so I can't use it in an optiplex. You just need to check each card to make sure.

I know this is old, but this can totally run bo3 IF you put in a 1050ti. A core 2 quad at 3.0ghz should be more than enough, however you may not be running at very high settings.
