Yes, that's a complete deck. You can play against anyone else with another Commander deck (or they could have their own copy of this one).
Can i Buy 2 different beginners deck and play mixing them or how does it work? (New in this) 😅
That probably wouldn't work so well since the goal of each deck is different. With this format you also need to stick to the color identity of the Commander, so all cards in the deck need to be one or more of those colors.
