Do not take it to the dealer just yet...if you did everything right check to make sure you all wires are connected clear all engine codes first with obd2 scanner then try to reengage electronic parking brake. It worked for me.
My 2021 Toyota Avalon is saying “parking brake malfunction” after changed the rear brakes, rotors and one caliper. We tried everything and can’t get the parking brakes working and the messages and signs to turn off. Does anyone know what that could be and how to reset it?

Does this work for the front as well? I'm trying bur the front drum is very stiff. The rear was good.
this is for the ebrakes, your front doesn't have a eps, use a piston tool to push it

To disengage the electronic brake in the rear so you can pull the caliper off. Then after you complete you have to reengage it again
