It would be possible but that would require a lot of work, plus people might cheat by submitting artwork that isn't theirs or bullying people who's artwork didn't make it. I'm not saying it's a bad idea, I mean there would be a lot of cool skins added to the game but they would have to have a 'poll' within Blizzard and then probably open to all the Overwatch players.
Semy simple just have the community decide, that should weed out most cheaters. Plus honorable mentions can help weed out any jackasses wanting to bully people who didn't win. Plus me seeing quite a few contest of the similar contest and the bullying doesn't ever happen, it looks bad for a professional bullying someone who lost thus loosing a lot of watchers/subs and all around backlash from the community
I LOVE that Pharah skin, it looks almost like it's made of bone instead of metal. That Baba D.Va skin would also be a great idea for the Halloween event (just swap Junkenstein for Baba and Witch Mercy plotting something sinister).

But, it would be nice to see more cosmetics in the game that players will affiliate with skill (or time), like golden weapons. There could be skins that you get access to by reaching a certain rank (Bronze to GM). Obviously, GM would have the best skins and would reward those players with better cosmetics than the other ranks.

Seriously, for like months I was thinking of a new Overwatch hero that resembled a plague doctor, and being a Mercy main, the Mercy Plague Doctor skin literally makes me want to call Jeff and bribe him to put that in the game. Forget Reaper's skin, he is literally a bird, and if they don't want to name it the same thing, remember that there are multiple emotes for different heroes with the same name so I think that it would work out
The black and purple color scheme on D.Va seems pretty interesting, but the yellow hair really doesn't work out. Maybe if it was a softer color, then maybe.

And we need a new flight ability hero. A flying tank that can place sentry shields or another DPS that doesn't do burst damage but RF damage like soldier or bastion. Pharah needs some competition for the sky.

The sound for the spell Tranquility in WoW would fit the fairy/nature looking skin for Zenyatta.
