The reason why Pak has better music talent compared to N India is bcos North was ruled by Muslims rulers , and singers need patronage , so a lot of music families then converted to Islam and after partition moved to Pak . Also for last 200 yrs Lahore was cultural capital of North cos of Sikh empire , thats why a lot of art & music is present in Pak.
