So to answer your question, I would have to say yes Albany NY is a governmental experimental city. I would advise if you are planning on visiting or living here, to not stay or live directly in Albany NY itself and stay or live in the neighboring suburbs. Not that there's much to do around here. Albany NY and it's surrounding areas is very boring.
