I went to China 30 years ago, before their rapid rise. I have encountered a few passive baggers but no scammer. They don't hang around you like flies. These intrusive scammers are so annoying that it destroyed the serenity.
I think it is in the Hindu/pagan culture to scam people that's why they Bible is important

There is a lot of propaganda in youtube these days against China, IndiaActually India is the fastest growing economic power currently earlier it was China!!!

I travelled around India for 4 months and I'd say most,
if not nearly all of these approaches are out to scam you. We had incidents of even the conductor on a bus who said he had no change but would give us back the 10 rupees starting to hide at the back just before wanted to get off. Of course we caused a commotion and was it hilarious but it just goes to show. In end, trust no one, save yourself some time unless you want some entertainment and wave them away.
When I get up, most people experienced this thing called shame. It was truly amazing.

I think staying positive and polite is the best you can do other than ignoring them completely, which I do in most places where I encounter such people. In Germany it's unfortunately Sinti and Roma people who are this way and if I can't avoid eye contact it will be a short head gesture which will show my intention on not buying any Bs scam they come up with

I used to be a donations scammer in Canada. They used to have door to door solicitors asking for donations, then the company takes a percentage and gives the rest to the charity that hired them... I felt so dirty... dirty.... dirty...... Now with the advent of the internet. people usually donate online. or through the mail. or in person at special awarness events, Galas, BBQs Giving Tusedays etc.

Unless you bought something they tracked you all the way to the bus or wherever you went (even toilet)! So I guess its pretty much the same everywhere at tourist locations.
