In UK we need to restore the War Maintenance Reserve which has been decimated to levels previously unseen. Restore the RAF lift, Maritime Patrol and fighter capability to pre 1997 levels. Restore the Armoured Brigades to pre 2000 levels, particularly tanks. Restore our surface fleet to pre 1997 levels. An increase to 5% wouldn't scratch that.
UK does not need an armoured force. Britain can do naval and airpower and a mechanized infantry core and that's plenty enough. Tanks don't offer anything over lighter vehicles but more cost.

What we need Nato really to do ... keep sending Vintage to Ukraine , start protecting the borders against illegal migration and start relocating those inside europe without legal status.
