Man, the visceral frustration during Hydrocity Act 2 was just too much. XD I usually get fed up with Marble Garden myself. I think this level does demonstrate that this Sonic is kinda designed with an ABJ = Always Be Jumping mentality.
On the theme song, the composer for Sonic 1&2 actually owns the full commercial rights to the theme which is why Sega often elects to just create a new one for each Sonic game. They were gonna have it in Spinball (the Options menu I think) because TSI didn't know Sega didn't actually own the song so they changed it at the last second.

And I also think Sega didn't want to delay Sonic 3's release into 1995 because it would have clashed with the launch of the Saturn.
