No, it’s not only on your bus whether laser arm only goes halfway it’s because there’s wires going through the arm so it wouldn’t fully rotate but on the other arm as there’s no wires going through it or anything it will fully rotate so don’t worry there is not a defect on your buzz
Do you know He has transparent wings, glow in the dark paint trim? I have him. He's in my collection already. Next to few others. Also his head doesn't move I can tell it's from 1995 because the heads don't turn. I got my 95 buzz off eBay for good price. His laser forearm is loose & his wing deploy mech is broke. I'm happy I have him though. I'm not interested in 1995 woody because he's not good compared to buzz. Buzz got the winning streak for Highest selling popular toy that year. For Christmas. Because he sold out. These days you can find him anywhere back then he was rare hard get hold of. Jingle all the way is inspired from buzz lightyear toys being sold out in 1995. Not going get rid of him. Or my others. Or woody.

Last year I got the 1995 Buzz in its box and new. Curiously, it wasn't very expensive.
