You have to do one of the phone side missions (forgot the name) where after you beat some thugs you have to use your Venom Punch on some generators. The mission constantly refills your meter so you never run out, which means you can spam Venom Jump forever. Once you get high enough you can actually leave the mission area which lets you go anywhere on the map (and consequently anywhere outside the map).

It's a glitch when you have a mission you need to use your energy power but if you just go high enough you can have unlimited energy
